MEMORANDUM FOR THE RECORD
SUBJECT: Director's Briefing of Special Subcommittee on
Intelligence of House Armed Services Committee--
30 March 1973
1. This morning the Director appeared before the Intelligence
Subcommittee of House Armed Services Committee in executive session
to discuss H. R. 6167, CIARDS retirement quota legislation. The meeting
lasted from 1007 hours until 1132 hours. No technical sweep of the room,
2337 Rayburn House Office Building, was conducted and the room was not
kept under technical monitoring throughd?ut.' Discussions were on a Secret
level. A transcript was taken and is on file in the Office of Legislative
Counsel.
2. Present throughout the session, except for Hebert and
Arends who left briefly, were:

5, Gist of off-the-record discussions:
as Following discussion of chart on the Agency's
population over age 45, the Director referred to the historical
propensity that no one ever - leaves the Agency. After they
return from an overseas assignment, they are "stuffed in places"
(Turkey Farm).
b. Nedzi said the credibility of the Committee is at
stake, too, on the legislation and that seemed a more
reasonable figure in that respect. The Director responded that
he didn't want the Senate or conference committee to cut below
Hebert, who is primarily interested in the mechanics of
getting the legislation enacted, asked the Director how he is
doing in the Senate, and the Director told him of his conversation
with Symington.

6. At the end of the session it was quite apparent that the Committee
probably would approve a quota lower than probably There
were indirect references to the possibility Ca e quota would be extended
and not permitted to expire on 30 June 1974. The Director and Hebert and
Nedzi agreed that to accelerate movement of the legislation at the level
that is needed, the Senate committee should act before the House committee.
7. Followup Action:
a. Reduction in numbers of Agency personnel in
South Vietnam.
