5. Talked to Fran Christy, House Immigration and
Naturalization u committee staff of the Committee on Judiciary, who told
me that the Committee has informally 'organized the Subcommittees and
Representative Eilberg (D. , Pa.) will be Chairman of Subcommittee No. 1
handling immigration and naturalization matters. We discussed the fact
that it would be necessary at an appropriate time to meet with Eilberg to
work out procedures for handling Agency sponsored private bills.

7. I I Talked to Miss Susan Tammen, Legislative
Assistant to Representative Frank Horton (R. , N. Y. ), who told me that
various bills are being prepared by members of the Government Operations
Committee to overcome the effects of the case of Patsy Mink et al versus
Environmental Protection Agency concerning exemption of classified information
under the Freedom of Information bill. The thrust of the legislative proposals
will be to require review of classification and the substance of classified
documents by the courts to wipe out, if possible, the present exemption for
classified information. John Warner, OGC, has been advised.

meeting for 4:00 p. m. Friday to debrief Horton and Lovenheirn on,their recent
