HARRINGTON ARMED SERVICES COMMITTEE January 12, 1973 The Honorable Richard Helmes Director Central Intelligence Agency Washington, D. C. 20506 Dear Mr. Helmes: One of the most important issues confronting both the Ex- ecutive Branch and the Congress is the concern for limit- ing government expenditures in order to stem inflation. I have been studying the budgets of various departments and programs in order to get a better idea, for myself, of the purposes for which our tax dollars are being com- mitted. One area of interest to me is that of government public relations expenditures. Unfortunately, the budget ma- terial available to me does not provide clear breakdowns of public relations budgeting. Therefore, I would greatly appreciate it if you could provide me with as detailed an account as possible of your agencies public relations budget for Fiscal Year '1 972 . I realize that "public relations" is a very vague term, but I am primarily interested in those expenditures used to disseminate news on your agency's activities to the Congress and the public, and in those expenditures used to enhance the image of your agency with the public and the Congress. Thank you very much for your cooperation. Yours sincerely, Michael l J. J. Rarrj4g Yon ' ~ MJ H : m s w Approved For Release 2004/03/11: CIA-RDP75B00380R000100070174-6
