I I Talked to Dorothy Fosdick, Senate Permanent Investigations Subcommittee staff, as a followup to her call last evening and told her that Carl Duckett, DDS&T, is away for the day. I told her I would check with him on her question on Friday morning and be back in touch. She indicated this would be quite satisfactory. 5.1 I Met with Bob Boyer and Harry Cromer, House Foreign Affairs Committee staff, and reviewed with them the status of H. R. 9360, the Military Development and Cooperation Act of 1973. As for public safety and police training, they indicated the Committee had resisted attempts to knock out public safety and had limited the restriction in the bill to South Vietnam. It is too early to tell, however, what the final disposition of House conferees might be until after action on H. R. 9360 by the Senate. 6. Met with Frank Slatinshek, Chief Counsel, House Armed Services ommi ee, and briefed him on the present status of Repre- sentative Bella Abzug's (D. , N. Y.) request for U. S. civilian personnel statistics in Southeast Asia. See Ted Shackley's, C/EA, memo of 23 July 1973. I reviewed with Slatinshek the current status of Southern Air Transport and gave him copies #108 and 109 of the publication "Problems in Comparing US and Soviet Warships by Designation. " I also briefed him on the North Korean SA-2 site hardening. At lunch Slatinshek and Representative Mel Price (D. Ill.) appeared to be surprised at the news that Major General Lew Allen has been appointed Director of NSA. 7. Talked to Representative Lucien Nedzi (D. , Mich.) in his Detroit office and in response to his request of last Thursday brought him up-to-date on Southern Air Transport. He was unaware that Major General Lew Allen had been named Director of NSA. By his present plans, he will be returning to the city Labor Day weekend.
