14. LLM) In connection with his earlier call on
Agency views concerning the recommendation of the Special Committee on
the Termination of the National Emergency, I advised George Gilbert,
Legislative Reference Division, OMB, that after checking our records I
was sure that we had not received a request from the Committee for our
views, but told him that we would get a copy of the recommendation and
would advise him of any substantive comments that we develop.
I then spoke to Mrs. Hatry, on the Special Committee on the
Termination of the National Emergency, who confirmed that the Agency
view's had not been requested as a result of an oversight in the Committee.
In response to my request and recommendation she agreed to send us a
copy of the Committee's recommendations with the understanding that
they would hear from us only if we had substantive comments to offer.
15. LLM) After several misses, finally
contacted Mark Bender, writer with the "Congressional Quarterly", who
had raised the question last night on what agency is responsible for the
National Reconnaissance Office identified in Senate Report 93-466. I
told Bender I couldn't be of any .help and he said he would .have no alternative
but to report our "no comment" and let the readers draw their own con-
clusions. (See Memorandum for the Record, 18 October)
16. LLM) In response to my query, Jim Woolsey,
General Counsel, Senate Armed Services Committee, said that he felt
the Committee would be able to push through a retirement act amendment
this session if the exigencies demand, but deferred to Ed Braswell, Chief
Counsel, Senate Armed Services Committee, on the substantive issue of
a catch-up amendment for CIARDS to achieve comparability with the recent
cost of living adjustment revision in the Civil Service Retirement Act.
17.1 1 GLC) Scott Cohen, Executive Assistant to Senator
Charles H. Percy (R., Ill.), called and asked if it would be possible for him
to talk to one of our Middle East experts to get a rundown in the
hostilities. I told Cohen that our "experts" were all heavily committed in
meetings and task forces activities, but I gave him the highlights of the
situation based on the Director's briefing papers and the latest situation reports.
