SUBJECT: Conversations with Jerome Levinson, Multinational
Corporations Subcommittee Staff, and Pat Holt, Senate
Foreign Relations Committee Staff, re Bill Broe's
Testimony

1. During a sanitization session with the Senate Foreign Relations
Committee staff on Bill Broe's testimony of 27 March 1973, Mr. Levinson
made the comment that he thought "they" had handled the CIA aspects of
the hearings well for us. He added that Mr. Houston had commented earlier
that Senator Church and the other Senators had done a good job in staying 25X1
within the "ground rules. "
3. As expected, Levinson took the defensive immediately and said
the information on which his question was based had not come from Senator
Church. He said it came from two different sources: one on "Kissinger's
staff" and another source. I commented that the real issue was the sensitivity
of the information regardless of the source from which it was obtained. His
only defense was that it was the job of the Subcommittee on Multinational
Corporations to determine what U. S. policy was in these cases and this infor-
mation obviously had a bearing on the matter. As somewhat of an afterthought
he conceded that it probably had "gone a little farther than it should have. "

1. Met jointly with Pat Holt, Senate Foreign
Relations Committee staff, and Jerome Levinson, Subcommittee on Multi-
national Corporations staff, and reviewed with them the deletions wic
we recommended to pages 25 through 43 of Bill Broe's testimony before the
Subcommittee. After some give and take on both sides, agreement was
reached on the portions of the transcript which could be released for pub-
lication. (Mr. Houston had previously gone through a similar exercise on
the first 25 pages of the testimony. )
3. I I In the course of several telephone
calls with Jerome Levinson, Counsel,. Senate Foreign Relations Subcommittee
on Multinational Corporations, we explained that we would not be able to
complete the review of the transcript of Bill Broe's testimony yesterday
by the 11:00 a. m. deadline today, and we agreed that Lawrence Houston
would come over and explain our minor changes in the first part of the
transcript which covered the prearranged questions and answers. I
pointed out that the latter part of the transcript which included a number
of questions outside of the agreed framework created problems and would
