George Argeris, Acting General Counsel, USIA, called to discuss the positions of our respective agencies to S. Con. Res. 23 which establishes a Joint Committee to oversee CIA and USIA. USIA will oppose the bill. I noted that we concurred in the objections made by USIA; however, we were making no recommendations as we considered this a matter which the Congress can best determine. I added that we were noting in our reply certain basic defects in the bill. 2. ( ) Jim Woolsey, Senate Armed Services Committee staff, called to compare notes on the status of the so-called Dean papers. He said he had heard nothing further from Sam Dash, Chief Counsel, Senator Ervin's Select Committee on Presidential Campaign Activities, in response to his offer to get together with him and pass on to him the recommendations of the intelligence community regarding the sensitivity of certain parts of the "Hoover Report. " I told him that as a follow up to the Directors response to Senator Ervin's letter Mr. Houston had been contacted by George Murphy, of the Joint Atomic Energy Committee staff, who has custody of the original "Hoover Report" for the Select Com- mittee and Mr. Houston and other representatives of the intelligence community had noted on this copy those parts of the report which should not be published.
