General Counsel, Senate Armed Services Committee, whom I filled in on
my conversations with Senators Jackson and Dominick. Woolsey feels that
Dominick will be in the best position to dissuade Senator Symington from
publishing this material and suggests that I talk with him again the end of
this week or the first part of next week to be sure he has followed up on the
matter.
17. Dorothy Fosdick, Senate Permanent
Subcommittee on Investigations, called to say Senator Fulbright had taken
the floor of the Senate today to discuss the status of ABM developments in
the Soviet Union one year after the signing of the ABM Treaty. According
to Fosdick, Fulbright made pointed references to Senator Jackson's
announcements regarding various aspects of the Soviet missile program
and raised some questions with respect to the current status of those
programs. She asked if we would have our people take a look at Senator
Fulbright's statement and then be prepared to bring her up-to-date on
these items. (Copies of Fulbright's statement have been forwarded to
Messrs. Bruce Clarke and Duckett for action. )
18. Yesterday, at the request of
Office of General Counsel, called Bob Hull, Department of State, who
said that legislation would be needed to permit the purchase of additional
life annuity with contributions made after the maximum years of service
had been credited under the Foreign Service retirement system.
