that Representative Michael Harrington (D. , Mass.) has made inquiries

24 Accompanied the Director to a meeting with
Chairman Thomas Morgan, I-louse Foreign Affairs Committee, to discuss with
him the best way of keeping the Committee briefed on world developments.
The Chairman said it was his intention to have the Director provide intelligence
briefings only to the full Committee, but he suggested in view of the intense
interest in the situation in Chile, the Director make an exception in this
instance and provide Representative Dante Fascell's Subcommittee on Inter-
American Affairs with an intelligence br' . tk _-. unt With respect
to a request from Representative Clement Zablocki for a briefing on the
Sino/Soviet situation, the Chairman said he would talk to Zablocki to see if
this one couldn't be held off until a briefing of the full Committee can be
scheduled.
A,quorum call interrupted the meeting but the Chairman did say
that he would ."take care of us" regarding the amendment to the Foreign
Assistance Act restricting assistance to foreign police organizations. We will
follow up on all these items with the Committee staff.

Points for Coverage in Meeting with
Chairman Morgan, House Foreign Affairs Committee
1. Prior Briefings and Procedures
a. The last briefing of the full Foreign Affairs Committee
by the Director was on SALT verification on 27 July 1972. Prior
to that, the last briefing was on 24 March 1970 on the world
situation. Chairman Morgan has limited his requests for
briefings in recent years because of Committee leaks. By
mutual agreement with Chairman Morgan, it was decided that
formal briefings would be given only by the Director and only
when the Chairman thought such briefings were essential. In
the interim, with the Chairman's acquiescence, the various
subcommittees have been briefed on a more or less informal
basis by Carl Duckett, by OCI, and by operating division
representatives on topics relating to the subcommittees'
responsibilities. The Subcommittee on Near East and South
Asia, chaired by Representative Lee Hamilton (D. , Ind. ); the
Subcommittee on Europe, presently chaired by Benjamin Rosenthal
(D. , N. Y. ); and the Subcommittee on Inter-American Affairs,
chaired by Representative Dante Fascell (D. , Fla.) have each
received fairly regular briefings.
2. Current Briefing Requests
a. Representative Clement Zablocki (D. , Wis.), Chairman
of the Subcommittee on National Security Policy and Scientific
Developments, has requested a briefing later this week or next
week on Sino/Soviet relations.
b. Chairman Fascell and Representative Peter Frelinghuysen
(R. , N. J. ), together with the Inter-American Affairs Staff Assistant,
Mike Finley, were given an informal current intelligence briefing
on Chile by I , OCI, on 18 September 1973. Fascell
apparently learned that the Agency might appear before Senator
McGee's Subcommittee of the Foreign Relations Committee and
requested a briefing of his Subcommittee on Agency operations in
Chile. When we indicated that this would create some problems,

Chairman Morgan made the request for an intelligence briefing
on Chile by you through Marian Czarnecki, Committee Chief
of Staff.
c. Pursuant to Jack Maury's discussion with you, we have
told Chairman Morgan, through Czarnecki, that you would be
willing to brief the full Committee on the current intelligence
situation as well as background leading to it and some thoughts
for the future and that you would respond to a question concerning
Agency involvement in the coup. He has also been told the
matter of your briefing a Subcommittee has not been determined.
3. Items to be Covered
a. Desire to assist the Chairman and Committee and
to be as forthcoming as possible in providing intelligence
information.
b. Non-involvement in the Chilean coup other than
reporting of information as it was received.
c. Problems which would be created by detailing
Agency in-country operations in Committee briefings.
d. Possible outline of 40 Committee procedures.
(Assistant Secretary of State for Latin American Affairs,
Jack B. Kubisch, gave some detail of 40 Committee
procedures and his own ability for input or comment on
Agency -proposals in a briefing of the Fascell Subcommittee
on 25 September 1973. WH Division, has 25X1A
discussed these points with Mr. Kubisch. )
NOTE: Chairman Morgan deserves high marks for his past assistance
to us and for his personal interest in protecting intelligence
information.
