(Unclassified - RW) George Gilbert, OMB, called and cleared our proposed report on S. Con. Res. 23 (Joint Committee on Information and Intelligence) for transmittal to the Congress. 2. (Secret GLC) Accompanied Dave Brandwein to a briefing of Ed Bauser and Seymour Shwiller, Joint Committee on Atomic Energy staff, on the Soviet MIRV and related missile programs. Brandwein reviewed the development of the SS-16, 17, 18, and 19 systems for the staffers and explained the data we have acquired thus far on their MIRV tests. Bauser was obviously impressed by the caliber of Brandwein's briefing and the highly sophisticated data which we have on these programs. We talked about the Joe Alsop column of 15 August at some length and I tried to explain to Bauser that we neither kept book on what information was released of this sort nor did we have any idea who may have provided information to Alsop. I told him I hoped that he would not press us for a response to his 15 August letter. Bauser said he would take the matter up with Chairman Price (with whom he had discussed it originally), but he felt Mr. Price would want some kind of an answer. 3. (Unclassified - GLC) Bob Boyer, Staff Consultant, House Foreign Affairs Committee, called to ask whether the CIA budget figure was still being handled as a classified item. I reviewed with Boyer the thrust of Mr. Colby's testimony on the hearing on this subject, i. e. , this was a matter for the Congress to decide.
