In meeting with Herb Roback, Staff Director, Legislation and Military Operations Subcommittee, House Committee on Government Operations, he told me that the McCloskey resolution is scheduled for Wednesday, 18 April, the next meeting of the full Committee. It appears at present that the Chairman has sufficient votes to table the resolution. The argument that would be put forward would be to the effect that operations of the Central Intelligence Agency are properly the province of the House Armed Services Committee which has legislative oversight. In tabling the motion, an up or down vote would be required and if carried, would put an end to the matter for the moment. 2. Roback told me that there is another avenue available to McCloskey. Under the new House rules, he could raise the question of the resolution with the Committee caucus and seek a direction from the caucus to the Chairman to require the Chairman to, in effect, adopt the resolution. Wednesday, the 18th, is the last day before the House recess for Easter and in all probability the meeting of the full Committee will either be cancelled or if not, may well fail for lack of a quorum. There is no question, however, but that McCloskey will pursue the matter before the Committee. 4. Roback has discussed the matter extensively with the Chairman and either he or the Chairman, or both, intend to talk to Nedzi before next week to be sure that they are operating in tandem. 5. Roback renewed the request that he thought he had made earlier that he be given at least a partial fill-in on the problems that would be involved or the scenario that would be required in the event that Chairman Holifield is not successful in defeating the resolution.
