MEMORANDUM FOR THE RECORD
SUBJECT: Conversation with Mike Finley, Inter-American Affairs
Subcommittee Staff,

1. Talked to Mike Finley, Inter-American Affairs Subcommittee
staff, House Foreign Affairs Committee, and told him that an Agency
representative had been in contact with on 26 March STATINTL
and after discussion with him advised that we appreciated his STATINTL
courtesy in contacting us but that we had no interest in purchasing the
information available to him concerning natural resources, power trans-
mission stations, dams, power lines, etc. , in Venezuela. It was pointed
out to him that within the U. S. the Agency does not normally purchase
information particularly from unknown individuals and further if there was
a need for the type of information he was offering, there were other more
conventional ways by which it could be acquired. I told Finley we do not

just talked to the judge who had made the original request to
Representative Fascell, Chairman of the Subcommittee, that the contact
be made. The judge stated that our representative had promised to be
back in touch within two days as to whether we were interested and that in
any event the papers that had been given to our representative should be
