(Unclassified - GLC) Mr. Briggs called regarding a telephone call he had received from Mr. Louis Fisher, GGR Division, Congressional Research Service, Library of Congress. Fisher raised several questions with Briggs about the Agency's budget and the handling of funds generally. Briggs gave him responses of an unclassified nature and referred him to the provisions of the National Security Act and the CIA Act with respect to Agency authorities and requirements. Fisher also asked him about a $115, 000 item that appeared in an FY 74 budget appendix. Briggs gave me the answer to this question and asked if I would call Fisher back since his interest seemed to concern our relations with the Congress as well as purely budgetary matters. I attempted to reach Fisher but he had left for the day. I will try him again tomorrow. 6. (Confidential - JGO) Received a call from Herb Roback, Staff Director, House Government Operations Committee, who said that he noted that the information concerning Southern Air ransport in today's press is substantially the same as the information given him over a week ago. I told him there had been no further change but that I expect that within the coming week to ten days we should see a more definitive resolution. Roback asked me if I could come by later in the day to review a file given him by Representative Frank Horton , senior Republican member of the Committee. He said the file does not relate primarily to us but that he hoped we might be able to provide some guidance as to further action that might be taken by Representative Horton in the matter. 7.
