14, Dorothy Brown, in the office of Senator
Jennings Randolph (D., W. Va. ), called to arrange for an employment
interview for a constituent, I called OP,
and an interview was arranged for 10:00, 18 September 1973.
15. 1 Dorothy Fosdick, Permanent Subcommittee on
Investigations staff, called to say Senator Jackson was very much interested
in the John Finney story in today's New York Times describing a report which
quotes Brezhnev as calling for an extended detente to permit the Communist
Bloc an opportunity to achieve overall power position superior to that of the
West. She said the Senator would like to know our views of this report and
any other information we might have on the same subject.
Later in the day I met with Fosdick

assured me Senator Jackson would observe these caveats.
I also brought her up-to-date on recent developments regarding Soviet
ICBM tests and submarine construction, and on possible access of Arab
terrorists to Soviet SA-7 missile launchers.
16. Met with Senator Stuart Symington and
called his attention to a seriously mischievous and misleading reference in
the fall edition of the Congressional Quarterly's "Guide to American Government"
accusing General Walters of participating in the Watergate cover up. I told the
Senator we thought someone should write to the Editor of the Con ressional
Quarterly to set him straight and I showed him a suggested text of such a letter.
Noting that he himself had made a public statement vindicating the General, I
asked if he would be disposed to write such a letter. He said he would like to be
helpful but he had his hands full with other matters. He said if I would leave the
material with him he would give it some further thought. He did say, however,
he would recommend against anyone in the Agency writing such a letter.
