(Internal Use Only - JGO) In response to his call to me at home last night, I talked to George Beal, Minority Counsel,_ Senate_ Judiciary Committee staff, concerning his request on behalf of Senator Edward Gurney (R. , Fla.) for a copy of NSGID No, 5 and the "security oath given EODers, " Beal indicated that the Senator believed that NSCID No. 5 was unclassified. I explained to Beal that the particular document is highly classified and is, in effect, on a controlled distribution and is releasable only by the National Security Council. He agreed after some minutes discussion that he would recommend to the Senator that they would not ?pursue release of this document any further, A copy of the Agency security oath for ?persons entering on duty was forwarded to Senator Gurney's office in time for his review before the 10:00 Committee meeting. 2. (Unclassified - JGO) Received a call from Charles Stevenson, Research Assistant in the office of Senator Harold Hughes (D., Iowa), concerning reports given the Senator that the Soviets are not off-loading grain that is being shipped to the Soviet Union from the United States. After checking ., we have ea rd similar reports but that our information overall did indicate that things are going quite smoothly at that end although there is some minor congestion in the three Black Sea ports. Stevenson was most appreciative. 3. (Confidential - JGO) Talked to Art Kuhl, Chief Clerk, Senate Foreign Relations Committee, and finalized the arrangements for the Muskie Subcommittee briefing on national means of verification and Soviet and Chinese weapons system advances. 4, (Secret - JGO) Jack Maury and I met with Chairman Lucien Nedzi, Intelligence Subcommittee, House Armed Services Committee, and briefed him on a special report together with Ambassador Helms' memo of 23 July 1970 pertaining thereto, A set of General Walters' record memoranda and an 25X1A affidavit by were given to Nedzi for inclusion in the Sub,c:omrnittee record. ~ " s- E..tT.w.1MtDET CL BY.. ..'
