I Called Andy Marshall, NSC Staff, to assure that he has a copy of Mr. Colby's memorandum of 28 August to Dr. Kissinger regarding possible changes in CIA legislation and of Dr. Kissinger's response. Marshall said he did have copies of these memoranda. I explained to him that the proposals which we had developed were for informal use in our dealings with Senator Stennis and I felt that submission of them or identification of them as "Administration proposals" would be counterproductive. Marshall seemed to appreciate this point. With respect to the list he had requested, I told him this was in preparation, that I expected to have it in hand momentarily, but that Mr. Colby wanted to look over it before it was finalized. He said he understood. 3. Received a call from Mary Beth Socha, in the office of Representative Charles Wilson (D. , Tex. ), who requested application forms and brochures for a constituent, She told me also that would be in town next week and I arranged for a personnel interview with OP, on Friday, 28 September 1973, at 10:00 a. m. 4. Received a call from Ralph Preston, House Appropriations Committee staff, who told me that a House of Representatives travel expense form will need to be submitted on Representa- tive William Minshall's (R. , Ohio) travel.
