18. (Internal Use Only - LLM) Yesterday, called Jack Norpel,
Senate Internal Security Subcommittee staff, and requested that he supply
such further information as he is able on the request by Valeriy Butrin.
Norpel said that one of the girls had dealt with Butrin, but he would check
and be back in touch.
Today, Norpel called and said he did have the information on
Butrin and would send it to us. (See Journal of 11 May 1973. )
19. (Internal Use Only - LLM) Met with Arnold Smith, Senate
Appropriations Committee staff, yesterday and returned two copies of
the 9 and 10 May transcripts for the Committee's retention. Both copies
were corrected with insertions for the record and one copy was sanitized
for possible publication, although Smith indicated they did not plan to publish
the hearings at this time. Smith was under great pressure to provide the
transcripts for the use of the attorneys of Haldeman, Ehrlichman, Dean
and Gray, and since he did not have sufficient copies for this purpose and
after discussing possible alternatives, I corrected the one copy the Com-
mittee had and sanitized the unsanitized copy that I had just returned to
him. I pointed out that we had not yet declassified the material we had sent
to Justice and he might like to seek outside counsel, such as Justice, as to
the propriety of providing that type of material to the attorneys.
20. (Unclassified - LLM) Talked to Harry Clark, in the office of
Representative Jack Kemp (R. , N. Y. ), drawing his attention to section 2512
of the 1968 Omnibus Crime bill as the type of provision which they might
want to recognize in their proposed draft legislation dealing with wiretapping,
underscoring that I was not giving him an Agency position but merely drawing
his attention to existing provisions of law. Clark understood this perfectly
and said he thought they would subscribe completely to the concept in section
2512 and that for the time being they have backed off introducing legislation
on this subject. (See Journal of 16 May 1973. )
