(Internal Use Only - JGO) Received a call from Mr. Arthur Kuhl, Chief Clerk, Senate Foreign Relations Committee, who asked if I could 2. (Confidential - JGO) Talked to Mr. Robert Blum, Senate Foreign Relations Committee staff, as a followup to the request of the Chairman for review of OSS files on Indochina. I made a at Headquarters on Wednesday, 30 August. 3. (Unclassified - GLC) Called Ray Jacobson, Director, Bureau of Policies and Standards, Civil Service Commission, to check with him on developments on the Ervin bill as it was attached as Title II of H. R. 12652. Mr. Jacobson said the Commission is preparing backup material for Chairman Celler's use if it is decided on the House floor that the Ervin amendment (Title II) is germane. Jacobson said this material would consist of a series of amendments which would make the Ervin bill conform in general to the provisions of the Hanley bill (including exemptions for FBI, CIA and NSA) but which would eliminate certain features of the Hanley bill which CSC considers objectionable--principally the establishment of a new board. Jacobson said they have talked with Justice Department in an effort to get them to intercede with Chairman Celler on this bill and are also contacting the Defense Department and the White House. I told Jacobson that we had drafted a letter for the Director to send to Chairman Celler pointing out our concern with Title II of H. R. 12652 as it was added in the Senate. Jacobson said as long as we supported the position of the CSC in opposing the bill generally he saw no problem in our also pointing out our specific concerns. I am sending a copy of our draft letter to Jacobson for him to review.
