(Confidential - GLC) Representative Ralph Regula (R. , Ohio) visited the Agency this morning for breakfast with General Walters and Messrs. Maury, ere also present. The Congressman was given a general briefing on e relationship of the Agency in the Executive Branch structure, the function of USIB, and the general organization of the Agency. Regula was most interested and attentive. He was particularly interested in the input which the Agency has in the formulation of U. S. economic programs and policies. He also suggested that we try to reach more freshman members of Congress for briefings of the sort he received this morning and he agreed to provide us with the names of approximately a dozen members (like Representative William Keating (R., Ohio) whom he mentioned as a prospect) for such a briefing session. He will get the list to us in the next few days. I also approached Regula about speaking to a group such as the Advanced Intelligence Seminar. He said he would be happy to do this if he could work out the timing. 2. (Unclassified - GLC) Talked very briefly with Herb Roback, Staff Director, House Government Operations Committee, who was in a Committee meeting and told him of the several contacts we have had with Messrs. Jones and Copenhaver, of the Government Activities Subcommittee staff, regarding the sale of SAT and of their specific requests to John Warner, OGC, for infox on per raining to this sale. I told Roback this was the type of infor- mation which we did not normally give out without clearing it with our parent committee. I wondered in view of our discussions with him on this subject if he could talk to these two staff members and ameliorate their concern. Roback said he was not sure he could but he would be back in touch with me when he could discuss the matter more fully. (Confidential - GLC) Talked further withi OTR, about a speaker for the Advanced Intelligence Seminar on Capitol Hill on 23 January. I told of my conversation with Representative Ralph Regula (R. , Ohio) today and said I was hoping that he would agree to speak to the group. 4. (Unclassified - GLC) Spoke with Larry McHugh, Joint Economic Committee staff, and Don Henderson, Senate Foreign Relations Committee staff, regarding the possibility of our providing their Committees with the economic indicators information directly instead of through the Council for International Economic Policy. McHugh said he h no real preference on this as loner as the Committee Lot the information. Committee letterhead to be used by various staff people for scrap paper but from my description the letter sounded "sort of fishy" to him. I am to see Dine Friday at 11:00 a. m. to talk to him further about this. authorities. (Unclassified - GLC) Talked preliminarily with Tom Dine, on Senator Church's staff, about the letter purportedly signed by Senator Frank 6, (Secret - JMM) Accompanied who senator Jackson's request briefed Dorothy Fosdick, Senate Permanent Subcommittee on Investigations staff, on the Chinese political situation, leadership, and related matters. Miss Fosdick explained that the Senator was considering a possible trip to China and that local Chinese representatives had been cultivating him diligently.
