1. (Confidential - JMM) Met with Chairman Hebert and Frank
Slatinshek, House Armed Services Committee staff, and discussed the
request of Representative Les Aspin (D. , Wis. ) for briefing on Soviet
military matters (see Aspin's letter to the Director of 7 March). The
Chairman reiterated the Committee policy of not briefing individual Committee
members on such matters except through Committee channels or with the
Chairman's approval. Hebert was under the impression that Aspin had not
attended the Director's 8 February briefing of the Committee where some
naval matters were covered, and recommended that we write to Aspin suggesting
that he consult the transcript of that briefing for answers to his questions,
explaining that we had raised the matter with the Chairman and this was the
Chairman's proposal.
2. (Confidential - JMM) Attended LIG meeting in the White House.

3. (Confidential - JMM) Lunched with Frank Slatinshek and discussed
our problem with Representative Aspin, the Director's appearance before
the Nedzi Subcommittee on classification and security (which Mr. Slatinshek
said wouldn't come up for at least another week or so), and general
problems of dealing with individual congressmen.
4. (Unclassified - RJK) Delivered a China Atlas to Carol Chance,
on the staff of Representative Donald Fraser (D. , Minn. ).
