(Confidential - GLC) Called Mr. Harry Symmes, Deputy Assistant Secretary for Congressional Relations, Department of State, and reviewed with him the facts pertaining to our talks with Representative John Murphy (D., N. Y.) in connection with his proposed trip to the Panama Canal Zone. I made it clear to Symmes that in our dealings with Murphy and General James Lawrence, Deputy Assistant to the Secretary of Defense (Legislative Affairs), we had studiously avoided the diplomatic and political aspects as to whether Murphy should or should not go on the trip and we had. also avoided becoming involved in whether he should be provided transportation by the Air Force. I asked Symmes if he would be sure that Assistant Secretary David Abshire was made aware of this and he said he would. Mr. Symmes mentioned that State had been caught off guard by the decision of the Senate leadership to call up the Case bill, S. 596, on international agreements. He said the Department had a speech ready for use on the Senate floor on this and while they didn't expect to head off any action on the bill they had planned to get such a statement on the record in the hope that it would be helpful in defeating the bill in the House. At this juncture Symmes is fearful that if the bill is brought up on the House floor that it will pass there also. He said his only hope was that it could be slowed down and otherwise lost in committee. (Internal Use Only - LLM) Passed on to Jim Larocca, Admini- strative Assistant to Representative John Murphy (D. , N. Y. ), an answer to several of the questions they had asked in our briefing of the Congress- man yesterday. (See Journal of 16 February. ) He said they had not been successful in getting a military aircraft for the trip. We are to be back with the Representative on 1 March for debriefing. 5. (Internal Use Only - JGO) Talked to Mr. Austin Smith, House Appropriations Committee staff, who told me that Chairman Mahon's letter to Chairman Dulski, of House Post Office and Civil Service Committee, concerning H. R. 11150 for the protection of the rights of Federal employees, will be going out under today's date. I told him that the letter is timely. In all probability today's meeting of the full Committee will be cancelled and the letter should be received before action by the full House Post Office Committee on H. R. 11150. 6. (Internal Use Only - JGO) Met with Mrs. Brenda Gore, House Armed Services Committee staff, who told me that Subcommittee Room 2212 has been scheduled for Mr. Blandford's, Chief Counsel of the Committee, address to the Advanced Intelligence Seminar scheduled for Tuesday, 7 March. Mr. Charles Watson, OTR, has been advised. 8. (Unclassified - JGO) The meeting of the House Post Office and Civil Service Committee was cancelled due to lack of quorum. Next meeting of the Committee is scheduled for Thursday, 3 March. (Internal Use Only - JGO) Met with Representative Ella T. Grasso (D. , Conn.) concerning her request for information for response to a constituent, I I concerning CIA support of Air America "on taxpayers' funds. It Mrs. Grasso was most cordial. She asked that we provide a suggested response for her use in replying to 11. (Secret - JMM) Met with Representative Thomas Downing regarding an inquiry referred to the Agency which he had received from a constituent who wanted to know why the taxpayers were called on to support Air America in competition with private airlines. The constituent, a retired Navy captain was a friend of Downing's, who described him as far right in his politics but patriotic and responsible. I gave Downing the full story on Air America orally, and an unclassified paper 12. (Confidential - JMM) Met with Representative Robert L. F. Sikes (D., Fla.), a: new member of the Agency Subcommittee of House Appropriations, whom I invited to visit Headquarters for a briefing at his convenience. He said he would call us as soon as he could work it into his schedule. During our conversation, he said he was particularly interested in the President's visit to China and hoped it would produce useful results. However, he said he was deeply concerned that it would be interpreted by many Asians as a loss of face for the U. S. , and he would like to be kept fully informed of the reactions we detected among the various Asian peoples, including the overseas Chinese community. (Secret - JMM) George Murphy, Joint Committee on Atomic Energy staff, called to discuss the Director's appearance yesterday. He He said the entire presentation had been completely success.:u , but all the members were especially impressed with the Director's extemporaneous discussion of the political situation in China, which Senator Pastore had commented on most enthusiastically. 14. (Internal Use Only - RJK) Delivered to the office of Senator Robert Dole (R., Kans.) a FBIS item in which his name was mentioned. 15. (Internal Use Only - RJK) Delivered to Ken Manella, on the staff of Senator Richard S. Schweiker (R., Pa. ), a People's Republic of China Atlas for the Senator's use. (Confidential - GLC) Picked up from Bill Woodruff, Counsel, Senate Appropriations Committee, several questions based on the President's State of the World message which Senator Case has posed with the request that the answers be included in the record of the Director's testimony before the Defense Subcommittee. It was agreed that we would develop the answers and Woodruff offered to pass them directly to Senator Case if that was our wish. 19. (Confidential - GLC) Picked up from the Joint Committee on Atomic Energy Committee copies 6, 7, 9-30 of the Director's prepared statement to the Committee of 16 February 1972. Copy number 8 is being retained by the Committee reporter for her use in the preparation of the stenographic transcript.
