1. (Confidential - JMM) Colgate Prentice, Deputy Assistant: Secretary
of State (House) for Congressional Relations, returned my call to Mr. David
Abshire, Assistant Secretary of State for Congressional Relations, regarding
Abshire's draft letter to Chairman Fulbright commenting on S. Res. 230 (the
Kennedy resolution regarding a test ban treaty and unilateral U. S. moratorium
on underground testing). On the basis of previous conversations with Don
Chamberlain and Ed Proctor, I told Prentice the Agency took no position on
the policy issues involved, but we wanted to call attention to the fact that the
Administration position on the matter had not yet been resolved, and ..would
suggest that the Abshire draft be reconsidered accordingly, and possibly
submitted to the LIG. Prentice appreciated my call and agreed that the
draft should be reconsidered, but questioned whether the LIG was a proper
forum. I said I would leave the mechanics of coordination up to them.
2. (Confidential - JMM) Called Frank Slatinshek, Assistant Chief
Counsel, House Armed Services Committee, and, at his suggestion;, Chairman
Lucien Nedzi, Intelligence Subcommittee, to alert them to the possibility of
a weekend blow up in Cyprus. Nedzi appreciated the call and said he hoped
we wouldn't be caught "blind. " I said we were following the matter closely
but it was unrealistic that we could predict accurately how the trouble might
break out, since we had some five armed and highly volatile factions involved.
3. (Unclassified - GLC) In response to her request, I left with
Karen Howard, in the office of Senator Hugh Scott (R., Pa.), a copy of
the new China Atlas.

4. (Secret - GLC) Briefed Captain Ed Bauser and George Murphy,
Joint Committee on Atomic Energy staff, on the latest information on Soviet
construction of a new naval vessel.
In response to Murphy's question yesterday, I told him the Agency
was completely out of the picture on the question which Senator Howard
Baker (R., Tenn.) raised initially with the Director.
5. (Secret - GLC) Left with Ed Braswell and Jim Woolsey, Senate
Armed Services Committee staff, copies of material on the Soviet navy
prepared b in response to their request. Woolsey
said this information in classified form would be very helpful to the Com-
mittee, but he also asked if we could provide him with some unclassified
data on Soviet vessels both by category and age in somewhat the same
manner as that published by the House Armed Services Committee two
years ago. I provided with a copy of the data as published
by the House Armed Services Committee and he said he would see what
could be done.
6. (Secret - GLC) Bill Woodruff, Counsel, Senate Appropriations
Committee, said that"Pete"Bonner, of the Committee staff, would be attending
the Director's briefing session of the Defense Subcommittee on Tuesday and
said I might want to check on his clearances. We are doing this.

8. (Confidential - JMM) In the absence of Representative Louis
Wyman, I talked to his Administrative Assistant Gerard Schiappa who said
Wyman was in New Hampshire and planned to return on Wednesday, :16 February.
I also talked to the office of Representative James Cleveland who also is expected
back on the 16th. Mr. Schiappa has undertaken to try to set up a meeting for
me to see Representatives W rnan and Cleveland jointly in Mr. Cleveland's
office on the 17th regarding
9. (Internal Use Only - JGO) Received a call from Mr. Robert Blum,
Senate Foreign Relations Committee staff, who told me that a Mr. DeCola
had met with the Committee during the week and showed his film on :[ndochina.
This film will be shown to the public on NBC on 14 February.
10. (Secret - JGO) Received a call from Mr. Douglas Sinclair, Office
of Legislative Liaison, Department of Defense, who told me that Messrs. Ralph
Preston and John Garrity, House Appropriations Committee staff, would be
visiting the Penta on during the day for briefings on special activities. After
checking with OS, I verified Preston's and Garrity's
clearances and gave Mr. Sinclair name and phone extension should
any further question arise concerning their clearances.
11. (Secret - JGO) Messrs. Bruce Clarke, I OSR, and 25X1
met with Mr. Frank Slatinshek, Assistant Chief Counsel, House
Armed Services Committee, concerning the Chairman's request for a background
paper on Soviet military R&D and defense costs. Mr. Clarke's shop will do
a draft for review with Mr. Slatinshek the first of the week.
