1. (Confidential - GLC) Called George Murphy, Joint Committee
on Atomic Energy staff, in connection with a message which he left yesterday
to the effect that Senator Howard Baker (R., Tenn.) might be calling the
Director on a sensitive matter. I told Murphy that Senator Baker had, in
fact, called the Director on Wednesday and that Mr. Maury subsequently
talked with the Senator advising him that we were in no position to provide
a useful answer to his question and that alternative arrangements were
being made for General Ed Giller, of AEC, to discuss the matter with him.
I added that General Giller subsequently did talk to the Senator who was
completely satisfied.
2. I OTR, called. to see
if we could make arrangements to have Mr. Peter Lakeland, of Senator
Javits' staff, or some other suitable congressional staffer, meet with an
Advanced Intelligence Seminar class on the Hill some time in March
(probably either the afternoon of the 7th or the morning of the 14th). I
told I I thought something could be arranged and I would talk
with him further after making some inquiries.
3. (Confidential - GLC) Talked with I CI Staff, about 25X1
J. Sourwine's, Chief Counsel, Senate Internal Security Subcommittee, query
for the name of a suggested witness who could attest to the credibility of
the report on subversion in Africa which we had made available to the
Subcommittee staff (see Journal of 27 January).
look into this and see what could be done.
4. (Confidential - JGO) Delivered the transcript of yesterday's
briefing of the Defense Subcommittee of the House Appropriations Committee
to Mr. Ralph Preston, of the Committee staff, and picked it up later for
return to Headquarters for safekeeping. Representative Jamie Whitten (D. , Miss.
has requested the transcript be returned to the Committee Monday morning for
his review.

5. (Confidential - JGO) Met with Miss Oneta Stockstill, Executive
Secretary, House Armed Services Committee, and reviewed with her the
arrangements for the Director's briefing on Tuesday morning. A general
unclassified notice has been forwarded by the Chairman to the Committee
members notifying them of the meeting. I also received from her a copy
of the photo chart of the present Committee membership.
6. (Confidential - JGO) Met with Mr. Al Westphal, House Foreign
Affairs Committee staff, who told me that the next meeting for the conferees
on S. 18, the Radios bill, has not been scheduled. In his opinion conferees,
in all probability, will reach agreement before the expiration of the continuing
resolution. At this point in time, he did guess thatthe Commission would
probably go bythe board with funding for the Radios to be handled through the
Secretary. CA staff, has been advised.
7. (Secret - JGO) Delivered a copy of the Director's prepared
statement before the Senate Armed Services Committee on 27 January to
Mr. Ed Braswell, of the Committee staff. He asked if I could drop by on
Monday and he would return the copy of the statement of 4 March 1971
that he has in the Committee special safe.
8. (Secret - JMM) Accompanied Bruce Clarke, D/OSR, in meeting
with Messrs. Goldsmith, Woolsey, Ticer and Miss Berg, Senate Armed
Services Committee staff, and Miss Fosdick and Mr. Richard Perle, Senate
Subcommittee on National Security and International Operations staff, whom
Mr. Clarke briefed on Soviet and ChiCom strategic weapons and I briefed on
Sino/Soviet relations, Chinese leadership situation, India/Pakistan, and
Indochina.
