ADDENDUM TO JOURNAL
OFFICE OF LEGISLATIVE COUNSEL
Wednesday - 19 January 1972
1. (Internal Use Only - JGO) Met with Miss Bernice Kalinowski,
House Armed Services Committee staff, and delivered to her a world map
for Committee use. I also gave her a copy of the November 1971 China
Atlas and a short bibliography of background publications on security
classification.
2. (Confidential - JGO) Met with Mr. John Martiny, Chief Counsel,
House Post Office and Civil Service Committee, and Mr. Richard Barton,
Staff Assistant, Employee Benefits Subcommittee. I discussed with them
H. R. 11150 and S. 1438, for the protection of rights of Federal employees.
They told me that H. R. 11150 which was approved by the Employee Benefits
Subcommittee for consideration by the full Committee prior to the recess
has not been included as yet for the next meeting of the full Committee.
The meeting was tentatively scheduled for the first of the week with
Mr. Barton to review the legislation file and the status of the amendment to
H. R. 11150.
3. (Secret - JGO) Met with Mr. Ralph Preston, House Appropriations
Committee staff, and confirmed with him the DCI briefing for 3 February
for the Defense Subcommittee. An informal meeting was also scheduled
for Thursday, 27 January, for F_ I In response to his earlier
request, I gave Mr. Preston a copy of the press coverage relating to General
Vernon A. Walters together with a biographic outline. In passing, Mr. Preston
confirmed his earlier remarks that the Special Subcommittee would not meet
until the Chairman designates the new member. I briefed Mr. Preston on
4. (Confidential - JGO) Talked to Mr. Al Westphal, House Foreign
Affairs Committee staff, who told me that conference with Senate conferees
on the Radios bill, S. 18, has been scheduled for next Tuesday. He also noted
in confidence that he does not have the slightest idea at this time what the
outcome of the conference will be.

6. (Confidential - JGO) Received a call from Mr. Frank Sla.tinshek,
Assistant Chief Counsel, House Armed Services Committee, who told me
that he had talked to Chairman Hebert this morning and briefed him on
Mr. Maury's meeting with him and Representative Lucien Nedzi (D. , Mich. )
yesterday afternoon. Mr. Slatinshek told me that Chairman Hebert "also
feels that this will be a good opportunity for the Director to appear in open
session and speak to this problem since the Committee will be dealing only
with the administrative problems in the security classification and not the
substantive information itself. " I thanked Mr. Slatinshek for the call.
