2. Informed Ed Braswell, Chief Counsel,
Senate Armed Services committee, of the above, explaining that we were
following well-established ground rules under which we would be of course
prepared to brief Senator Symington himself, as a member of our oversight
Committee, on the matters in question but could not discuss them with
staff investigators of the Foreign Relations Committee. Mr. Braswell
said he thought our position was reasonable and clear and saw no need to
alert Senator Stennis.
3. On the Director's instructions, I met with 25X1
Senator John Sherman Cooper, just returned from travel in the Middle East
and Europe (Tel Aviv, Jerusalem, Cairo, Athens, Vienna), and said we would
like to have him visit the Agency for a lunch or breakfast and share his
obversations with some of our specialists. He said he had little new to
contribute regarding Israel, but had several interesting conversations in
Cairo and Athens and found grounds for cautious optimism regarding the
SALT talks in Vienna. He accepted our invitation and said he would call
me next week to arrange a breakfast visit.

4. JGO) In response to his request, I met with
Mr. George Berdes, National Security Policy and Scientific Developments
Subcommittee staff, House Foreign Affairs Committee, who was exploring
various possibilities for new approaches to gathering information for
Committee use to upgrade the standard procedures of the witness/hearing
format of Committee operation. Among other topics he was particularly
interested in the hearings in 1969 of Senate Foreign Relations Committee
into the psychological aspects of conduct of relations with other nations.
I suggested to Mr. Berdes that any investigations along these lines should
be directed to the various area desks in the Department of State. No further
action by the Agency2}lrequired.
5. ~- JGO) Met with Mr. Ralph Preston, House Appropriations
Committee staff, and scheduled a meeting with him for Colonel White at
10:30 a. m. Monday, 17 January. He inquired whether anything definitive is
known yet concerning a possible successor to General Cushman and asked that
I provide him with whatever information we have on General Walters who
has been prominently mentioned in the press. Mr. Preston told me that the
Chairman has not designated a successor to Representative Andrews, who
died over the holidays, and noted in passing that the Chairman has considered
possible changes in the operation of the CIA Subcommittee. No changes appear
to be imminent, however. As for the question of inclusion of a line item in
the published budget setting forth the annual appropriation to the CIA;, it is
Mr. Preston's judgment that if it were to happen, the item would be set forth
in the Department of Defense Appropriation bill and that matters concerning
the Agency would continue to be handled in the general context of the Defense
Subcommittee. I briF5f~~ Mr. Preston on the new type Soviet silos.
6. - GLC) CRS, called to check with
us on an organization known as "Leisure Media . " Information available to
I indicated that this organization might be involved in showing some
film on ina to a "joint session of the Congress. " is inclined to
doubt the accuracy of this information. I told him a we Knew nothing of
such an organization nor were we aware of any plans for a joint session of
Congress on this subject. I pointed out, however, that this information could
be garbled and could have some reference to a meeting of a joint committee of
Congress such as the Joint Economic Committee which is concerned with
various aspects of the economic picture in Communist China.
