1. Met with Mr. Scott Cohen, Executive
Assistant to Senator Charles Percy (R. , Ill. ), concerning the letter of
1 December 1971 from Martin Goldstein, Assistant Professor of "Political
Science, PMC Colleges, Chester, Pa. , concerning a "CIA report that the
U. S. once dismissed Nguyen Cao Ky of South Vietnam from leading air
commando raids into North Vietnam, because he used his position to
transport opium from Laos to South Vietnam. " Professor Goldstein also
requested advice concerning available information on American participation
in the drug traffic in Laos. In a th information provided b
Messrs. George Carver, SAVA; FE/VNO; and 25X1
FE/Ops., I told Mr. Cohen that ere is no such CIA report. This charge
has been surfaced several times over the last four or five years but we have
no substantive information on it. It was noted that although President Thieu
in his reelection campaign last year surfaced many charges against Mr. Ky
and his family, this charge was not included. As for information on drug
traffic in the Far East, I suggested the office of Mr. John Ingersoll, BNDD,
and the study mission report of the Murphy Subcommittee of House Foreign
Affairs Committee, of last year. Mr. Cohen was most appreciative.
2. Received a call from Mr. James Kendall, 25X1
Chief Counsel, Senate Preparedness Investigating Subcommittee, who said
that as a followon to the information he gathered earlier for Chairman Stennis
concerning the intelligence community, he now needs to get into the question of
the changes in the community resulting from the President's directive of
5 November. I told Mr. Kendall that Mr. Maury would be the proper person
in this office to talk to. Since Mr. Maury was not available at the time,
Mr. Kendall requested that Mr. Maury call him during the afternoon.
3. Met with Mr. Steven Markowitz,
Legislative Assistant to Representative Bob Eckhardt (D. , Texas), concerning
the letter of 22 December from Mr. Gordon Jennings concerning the Director
of Central Intelligence and left with him a biographic sketch of the Director,
a copy of the report of the Senate Armed Services confirmation hearings
dated 23 June 1966, and the CIA unclassified pamphlet. Mr. Markowitz was
most appreciative.

4. David Martin, Senate Internal Security
Subcommittee staff, called about his earlier requests for any assistance
we might give in providing the Subcommittee with the names of suggested
witnesses for possible hearings on the communist propaganda apparatus
(see Journal of 6 December 1971) and his query as to whether we could
be of assistance in providing information to be used in their publication
of a handbook of international communist front organizations and espionage
activities (see Journal of 13 December).
Mr. Martin also said that the Subcommittee is considering two
other projects. One would involve the publication of information on the
travels and speeches given by Marshal Grechko, Soviet Minister of
Defense, on Soviet military strategy and policy. Martin would like five
or six of these speeches and some biographic material on Grechko. He
said they would also like our help in pulling together a selection of approxi-
mately 10-12 policy speeches by other Soviet leaders covering all aspects
of Soviet policy. He mentioned speeches, in addition to Grechko, by
Yakubovskiy, Kosygin, and Suslov. I told him I would check on these
items and be back in touch with him.
5. Hand-carried to James Kendall, Chief
Counsel, Senate Subcommittee on Preparedness Investigating, a copy of
the new China atlas.
6. Met with Mr. Herb Atkinson, Clerk, Senate
Armed Services ommi ee, an provided him with literature and other
information on "shredders" which can be used in the destruction of some
of the Committee's classified material. I also gave him a copy of the
new China atlas for the Committee's use.

8. 1 1 Jim Gehrig, Staff Director, Senate
Committee on Aeronautical and Space Sciences, called and said he would
like to arrange a briefing for himself and Charles Lombard on Soviet
space programs some time Wednesday. I told Gehrig I would check with
Mr. Brandwein on this and be back in touch with him.
9. I I Dr. J. E. Thach, on the majority staff
of the House Internal Security Committee, called and asked to be placed
on distribution of the Soviet Union, China, and Asia-Pacific area books.
FBIS has been advised.
10. Met with Jan Eichhorn, in the office of
Senator Gaylord Nelson D. , Wis. ), to close out a constituent inquiry
concerning The Milwaukee Journal account of 31 October 1971 that "CIA
Ran Broadcasts With a Fake Sihanouk. " Miss Eichhorn seemed to feel
that our suggested reply would suffice and I indicated our availability in
the event of any personal interest on behalf of the Senator.
11. Called Ed Braswell, Chief Counsel,
Senate Armed Services Committee, to say that Jim Kendall, of the
Committee staff, had called our office requesting more details on the
reorganization of the intelligence community. I told Braswell of a
couple of classified papers on the subject which I would like to show him
in strict confidence at the first opportunity and get his views about
showing them to Kendall, who I understood was pulling together material
on the reorganization for Chairman Stennis. Braswell agreed we would
get together the first of the week.
