(Unclassified - JMM) Talked to Carl Marcy, Staff Director, Senate Foreign Relations Committee, who described a rather tempestuous session of the Committee today when Chairman Fulbright had attacked Secretary Laird for exaggerating the Soviet threat in order to get money for defense programs and charged Laird with distorting intelligence for this purpose, citing the contrast 25X1 between Laird's testimony and earlier testimony by CIA witnesses. (Unclassified - PLC) I briefed a group of high school seniors on the origin and role of the Agency. The briefing was held in the office of Representative Victor Veysey (R. , Calif. ), and was given at the request of Kim Lockwood, a member of the staff. The seniors are part of a small intern program. They were most receptive and appreciated the informal discussion we had rather than the "walk through tours" of those agencies they had visited. 14. (Unclassified - PLC) A copy of the China Atlas was left at the office of Representative Wayne Hayes (D. , Ohio). This request had been made initially through the Map Library. It was made clear that this copy had been secured after a considerable effort in view of Representative Hays' personal interest. (Confidential - JGO) Delivered the transcript of the Director's briefing of 20 June to Senate Foreign Relations Committee and returned it to Headquarters at the close of business. Mr. Marcy, of the Committee staff, requested that the transcript be returned to the Committee each day for the rest of the week. In talking with Mr. Marcy he told me that Chairman Fulbright had used some information giventhe Committee by the Director during Tuesday's briefing in his questioning of Mr. Laird and would have liked to have used more. Mr. Marcy suggested it would be well for us to review the transcript of today's briefing. He will make a copy available through Mr. Kuhl as soon as they are available from the reporters. (Confidential - JGO) Met with Mr. Robert Lockhart, House Post Office and Civil Service Committee staff, and discussed with him S. 1682, the Senate bill to establish and govern the Federal Executive Service which has been reported by the Senate Committee and the draft bill on Federal Executive Service pending before the House Committee. In brief, Lockhart said that the Senate bill is very poorly drafted. The draft House bill has been coordinated at each step with the Civil Service Commission and although it does not contain everything the Commission desires they approved the content. In the event of passage of both bills, it is Lockhart's opinion that the House bill would prevail in conference. The next scheduled date for consideration of the draft Committee bill is Thursday, 29 June. Mr. Warner, OGC, has been advised. 19. (Internal Use Only JGO) Met with Thad Murray, in the office of Senator William Spong, and gave him a copy of the letter of 8 June from Nelson Gross, Federal Advisor and Controller for International Narcotics Matters, to Senator Proxmire and a copy of the statement and press release of 2 June of Alfred W. McCoy before Senator Proxmire's Committee on Foreign Operations. Murray said he thought that these items would be sufficient to satisfy Senator Spong's request for information on whether he should. call Mr. McCoy as a witness.
