(Confidential - GLC) The Director advised that Senator Jackson (D. , Wash.) had indeed contacted him about having the Agency brief himself, Senator Allott (R. , Colo. ), and William Van Ness, of the Interior Committee staff, on the Middle East oil situation. The Director said he told Jackson that Special Assistant to the DDP, would be the man to do this but he instructed us to keep this "tamped down" until as ready. 2. (Confidential - GLC) Called Al Westphal, on the staff of the House Foreign Affairs Committee. I told him that the Director, as well as the rest of us here, was most appreciative of his efforts on our behalf in having the House conferees insert language into the Study Commission provisions of the State/USIA Authorization which would protect the Agency's prerogatives. 3. (Internal Use Only - JGO) OGC, accompanied 25X1 by OLC, met with representatives of the District of Columbia Tax Office at the request of Mr. George Mannina, Administrative Aide to Representative Gilbert Gude (R. , Md. ). The purpose of the meeting was an informal review of the appeal of a former Agency employee, 25X1 for assessment of D. C. incom tax for two-year period during his employment by the Agency while assigned During the time Agency representatives were in attendance at the meeting, the meeting was most cordial and friendly with r est to for information concerning the nature of assignment (F) w z e assigned No further action25X1 is indicated. 4. (Confidential - JGO) Met with Mr. Arthur Kuhl, Senate Foreign which is in process to the Committee and furnished him the number. 5. (Secret - JGO) Talked to Ralph Preston, House Appropriations Committee staff, who told me it would not be possible for him to meet with C, and myself. He will try the first thing Monday to figure a time during the day. He will not be able until the first of the week to reschedule the visit to Headquarters for briefings by Drs. Steininger, ADDS&T, and Proctor, DDI. Copies 2 and 3 of the transcript are retained in Headquarters and have also been corrected. 7. r. George William Ashworth, Senate Foreign Relations Committee staff, visited Headquarters for background briefing by Bruce Clarke, D/OSR, on Soviet weapons systems related to the SALT agreements. Before the briefing OS, briefed Mr. Ashworth and obtained the necessary compartmented security documentation from him. See Journal of 13 June 1972. 8. Mr. Bruce Clarke, D/OSR, and I attended a meeting Of the Legislative Interdepartmental Group in the White House which involved various briefings of Congress .by Administration witnesses regarding SALT. The Director is scheduled to appear on Tuesday morning, 20 June, and we made it clear he would not testify in open session. See Memo for Record. 9. I During a visit to the White House discussed with Tom Korologos, White House staff, and Marshall Wright, Deputy Assistant Secretary of State for Congressional Relations, our tactics for dealing with the provision of the Foreign Assistance Authorization bill (S. 3390) which. would cut off funding of the Thai irregulars. I said I would try to contact several members including Senators Milton Young, Ernest Hollings, John McClellan, John Sparkman and Gale McGee. Mr. Korologos said he was hopeful Senator Stennis could be persuaded to say something. 10. Called Scott Cohen, Executive Assistant to Senator Charles H. Percy (R., Ill. ), to see if he thought the Senator would support Senator Dominick's amendment to strike section 515 of the Foreign Assistance Authorization bill (S. 3390). Cohen said the Senator could not cosponsor the amendment or speak on behalf of it but hopefully he would vote for the amendment. During the course of the day, Ind I made a number of Senate contacts to get support for striking the provision of the Foreign Assistance Authorization bill (S. 3390) which would cut off funding to the Thai battalions. The results were as .follows: a. Senator Milton Young promised to vote for, cosponsor, and speak on the floor for our amendment. Details were explained to his Administrative Assistant Chris Sylvester who was provided a, package of backup material. b. Senator John Sparkman,who will be the floor manager of the bill, explained he could not cosponsor or speak for it, but he fully supported our position and we could count on his vote. He indicated he would do anything he properly could in our behalf. c. Courtney Pace, Administrative Assistant to Senator James O. Eastland, said he was reasonably confident that Eastland would vote for, cosponsor and speak on the floor for our amendment. I left with him backup material which included a talking paper and Pace will let us know the Senator's reaction. d. Bob Mosbacher, in the office of Senator Howard Baker, said that Baker was out of town but Mosbacher was confident he would. vote for our amendment and probably would cosponsor and speak for it. We left Mosbacher a package of backup material and explanation and. Mosbacher indicated he would do everything he could in our behalf. e. In the absence of Senator Hollings, we talked to his Legislative Assistant Mary Jo Manning and gave her a package of explanatory material. She was not in a position to commit the Senator but promised to take up the matter with him when he returns. f. In the absence of Senator Gale McGee we talked to Bob Bullock who indicated we could probably count on McGee's vote and might get his cosponsorship as well. We left a package of material on the bill with him. g. Ed Braswell said we could count definitely on Senator Stennis' vote and cosponsorship and Braswell was personally confident he would also speak in behalf of our amendment. (We had already left with Braswell a package of backup material. ) h. (Unclassified - JMM) Called Charles Kendrick, Administrative Assistant to Senator Peter Dominick, and told him that Mr. Braswell, Chief Counsel, Senate Armed Services Committee, assured us he can include Stennis as a cosponsor without .further checking. Mr. Kendall said Senator Dominick had just come in and Kendrick had brought him up-to-date on our discussions and Kendrick felt things were going along very well. 13. (Unclassified - JMM) Marshall Wright, Deputy Assistant Secretary of State for Congressional Relations, called to see how things had been going in lining up support for our amendment regarding the and I told him what we had accomplished during the day. e said he oug t it best for us rather than State to follow up with Senators Harry Byrd and Howard Cannon to make sure they were lined up with us. 14. - JMM) Richard Perle, on the staff of the Subcommittee 25X1 on National Security and International Operations, called to say that they were working against a deadline and would like to have the answers to questions they had left with us for Senator Henry Jackson. After checking with Bruce Clarke, we arranged for Mr. Perle to come out and meet with Mr. Clarke at 10: 00 a. m. Monday, 19 June 1972. 15. (Unclassified - RW) Mr. Joe Hobson, in the office of Representative W. J. Bryan Dorn (D., S. C. called to request that an application for employment be sent to: I advised Donna, Personnel, of this request. 16. (Unclassified - GLC) Left with Thad Murray, Executive Assistant to Senator William B. Spong, Jr. (D. , Va. ), a suggested reply to a constituent inquiry from James H.
