I met with Mr. Ralph Preston, House Appropriations Committee staft, to update the material previously given to him concerning the Director's briefing outline of the community budget which is scheduled for I June. Mr. Preston will continue to try to schedule a separate briefing for the Agency budget but he is not hopeful at this time that time will be available between 1 June and final. markup of the Defense Appropriation bill. Seel Memorandum for 25X1 the Record. I met later in the day with Mr. Preston and gave him copy #20 of the 1973 Agency budget book together with an explanation of the 1972 program changes. 2. (Confidential - JMM) Chris Sylvester, Administrative Assistant to Senator. Milton Young, called to say that he had discussed with the Senator our problem with the amendment to the Foreign Relations Authorization Act (S. 3526) calling for a ten percent cut in the overseas personnel of certain agencies, and that Senator Young would be glad to support either a motion to strike the amendment or, if this failed, an exemption for CIA. 3. (Secret - JMM) George Carver and I briefed the Intelligence Operations Subcommittee of House Armed Services. Mr. Carver covered the Indochina situation in detail and I reported on recent developments regarding Soviet missiles, Soviet military assistance to Egypt, and the Soviet leadership situation and Chinese missile tests. See Memorandum for the Record. 4. (Secret - JMM) Met with Richard Perle and Dorothy Fosdick, on the staff of the Subcommittee on National Security and International Operations, whom. I briefed on recent developments in Indochina and the Soviet leadership situation. Mr. Perle said he had not had an opportunity to discuss with Senator Jackson our conversation yesterday regarding an amendment to the Foreign Relations Authorization Act (S. 3526), but would do so at the first opportunity. (Confidential - GLC) Talked with both Charles Ablard, General Counsel, USIA, and Marshall Wright, Deputy Assistant Secretary of State for Congressional Relations, and urged that another meeting be called (similar to the one which Wright originally called to deal with the personnel cut and dissimination of information provision of S. 3526) to reassess the situation and determine how successful representatives of the various agencies involved have been in contacting members of their acquaintance to gain support for the Administration's position on these provisions. Ablard commented if we were to accomplish anything he thought we would have to make an all-out move on the 10 percent cut provision on the floor of the Senate since Representative Wayne Hays (D., Ohio) (who will be a vital participant in any conference on this bill) fully supports the personnel cut as reported by the Foreign Relations Committee. (Confidential - GLC) Frank Slatinshek, Chief Counsel, House Armed Services Committee, called at approximately 11:20 a. m. and said Chairman Nedzi would like to have a briefing at 3:00 p.m. this afternoon for himself and members of the Intelligence Subcommittee on the latest world situation. After checking with the Director, I told him Mr. Carver and Mr. Maury would meet with the Subcommittee as Nedzi requested. 10. (Secret - GLC) Hand-carried to Bill Woodruff, Counsel, Senate Appropriations Committee, a memorandum from I having to 25X1 do with personnel in the intelligence community. I also left with him copies of a picture which had been requested by Senator Ellender. Woodruff said they were most grateful for our assistance. 11. (Confidential - GLC) Called and advised George Murphy, Joint Committee on Atomic Energy staff, the Director was available for the briefing on 13 June and said we would wait to hear further from him confirming this date. (Confidential - GLC) Contacted Barbarba Bingley, in the office of Representative Gilbert Gude (R., Md.) in response to a question the Congressman had posed about the number of persons with convulsive disorders who are now employed by the Agency. I told her that while we did not keep a detailed accurate record of the cases of this type, the Chief of our medical staff had advised me there were at least six such cases he could think of offhand and probably an additional five to six that did not come to mind immediately. Miss Bingley asked if I knew how many of these people had the condition when they were employed by the Agency. I told her I had no information on this but would assume that probably as many as half of these people had been employed in past years when we had taken on some applicants with a history of convulsive disorders.
