(Confidential - GLC) Attended a meeting at the State Department of legislative liaison officers of various agencies on the dissemination of information and personnel reduction provisions of the State Authorization bill (S. 3526). See Memorandum for the Record. 2. (Confidential - GLC) George Murphy, Joint Committee on Atomic Energy staff, called and asked for our assistance in preparing some graphical material for Representative Chet Holifield (D., Calif.). I told Murphy we were beset with considerable high priority work, but we would see what we could do to be of assistance to Mr. Holifield. 3. (Confidential - JGO) Met with Mr. William Hogan, House Armed Services Committee staff, who told me that Mr. Slatinshek, Assistant Chief Counsel of the Committee staff, had suggested that he call Jack Maury to finalize the briefing for the Nedzi Intelligence Subcommittee, Tuesday morning, 9 May 1972, at 10:00 in Room 2216 Rayburn House Office Building. I outlined for Mr. Hogan the general format of the prepared notes that Mr. Maury would be working from. Mr. Hogan recommended that at a very minimum a disclaimer be used early in the presentation if we are not going to cover questions of classification and declassification under the Executive Order and weaknesses in the Espionage Act in our main presentation. It was Mr. Hogan's advice that if we would not touch this directly ourselves that the Chairman might well interrupt and suggest that these are the areas of concern to the Committee. Mr. Hogan noted that the Chairman has been rather forceful on these points with each person who has appeared before the Committee. I thanked him for the advice. He told me also that the usual Committee reporter would be used and agreed that we should control the transcript in our normal fashion. He noted that particularly for executive session the Chairman desires a record of the proceedings before the Committee. (Unclassified - LLM) DCS, called to report that he had been asked by a contact in the Library of Congress to identify the laws supporting current congressional committee oversight of the Agency. I recommended that he avoid any detailed discussion and simply refer to the Legislative Reorganization Act and the fact that the Agency's enabling legis- lation has for some time been within the jurisdiction of the Armed Services Committees of both Houses. I suggested that if his contact wanted further information concerning this matter, the staffs of the Armed Services Com- mittees be contacted, and if he wanted information on other laws affecting the STAT Agency, that Associate General Counsel, be contacted. 5. (Unclassified - LLM) Called William Shaw, Research Director, House Internal Security Committee, and told him that we did not have any unclassified compilation concerning political kidnappings but that he might want to contact the Senate Internal Security Subcommittee for a report put out under Senator Dodd's auspices in 1964 to serve as a case example. 6. (Confidential - JGO) In response to his call I met with Representative Richard H. Ichord (D. , Mo.) and scheduled a meeting for Monday to brief him on the various Warren Commission documents requested in his letter of 21 March. Representative Ichord noted that he had delayed quite a bit in setting up the meeting but he has been pressed on other matters. ICI Staff, STAT has been advised. See Journal of 10 and 11 April 1972. 7. (Secret - JGO) In response to her call met with Miss Dorothy Fosdick, Staff Director, Subcommittee on National Security and International Operations, and briefed her on various Soviet naval units operating in Cuban 25X1 waters In response to her question whether the is in 25X1 keeping with our understanding with the Soviet Union, I told Miss Fosdick that this question is one that she would have to refer to the Department of State. As usual the meeting was most cordial and friendly. 8. (Internal Use Only - JGO) Representative Frank Bow (R. , Ohio) was away from the city during the afternoon. I am to call his office on Monday to arrange a time for meeting after his return. Met with Preston late in the day and in response to his request during this morning's briefing, arranged a meeting for Carl Duckett, DDS&T, to provide a followup briefing on Agency R&D on Monday, 15 May, at 10:00 a. m. I also briefed Mr. Preston on thel deployment. ChiCom failure to celebrate May Day, and ChiCom cruise missile 10. (Secret - JGO) Received the transcripts for the briefing by Messrs. Carver and Maury of the full House Armed Services Committee of 4 May. A copy has been furnished to Mr. Carver for editing before return to the Committee. 11. (Confidential - JMM) Accompanied the Director, and Messrs.
