1. (Secret - JGO) Met with Representative William L. Dickinson
(R. , Ala.) in response to his earlier request and gave him a copy of the
Director's anecdote about the Russian peasant, the frozen bird, and the
wolf. Representative Dickinson said that the Director told an anecdote in
the February briefing about a meeting between Mr. Kuznetsov, of the
Soviet foreign office, and Mr. at the end of the Cuban missile
crises in 1962 and said he would appreciate a copy of Mr. Kuznetsov's
statement. On a separate matter, he told me he is a delegate to the Geneva
Disarmament Conference and will be travelling to Geneva later this year.
He told me he had attended the meetings on biological agents and was looking
forward to this session on chemical agents. In this regard he asked if we
could brief him on why the Soviets have been most adamant in their position
on ABMs noting that they have their ring around Moscow while we are only
talking about two units. I told him I would relay his request and be back in
touch with him.
2. (Confidential - JGO) Met with Mr. Ralph Preston, House Appropriations
Committee staff, who told me he is still rearranging the Committee schedule
to allow his visit to the Agency on Friday morning, 5 May. In response to his
earlier request, I briefed him on some of the details of the meeting he had missed
with Bill Woodruff, Senate Appropriations Committee staff, on 5 April 1972.
4. (Internal Use Only - JGO) Talked to Lt. Saunders, House Armed
Services Committee Security Officer, and arranged for access to the Committee
hearing room for sweep of the room and for use of the large back-view screen
and viewgraph projector during the briefing.

5. (Unclassified - JMM) Called Jim Woolsey and later Ed Braswell,
Senate Armed Services Committee staff, about the Director's possible
appearance this afternoon before Chairman Stennis and other members of
the Committee to discuss Vietnam. As it developed, the Chairman was
tied up on the floor throughout most of the day and the briefing never came off.
6. (Confidential - JMM) Discussed with Frank Slatinshek, House
Armed Services Committee staff, the briefing tomorrow of the full Committee
on the Vietnam situation. I said we weren't sure who would give the briefing
and asked if there were any particular questions we should be prepared for.
Slatinshek said that in view of recent press play about the Agency relations
with AID in Laos, we might get questions on this.
7. (Secret - GLC) At his request I met with George Murphy, Joint
Committee on Atomic Energy staff, who told me there was some rumbling
about the possibility of asking the Director to meet with the Joint Committee
within the next couple of weeks to bring them up-to-date on Soviet activities
in submarine and missile fields. He said this interest has been generated
as a result of Senator Proxmire's opposition to the ULMS and a desire on the
part of some Committee members to find out what the Soviets have been doing
in recent months. Murphy merely wished to alert us at this point. He said
thus far Representative Price has agreed to ask us for a briefing but it has
not been taken up with Chairman Pastore.

10. (Unclassified - GLC) Left with the office of Representative John
Jarman (D., Okla.) a copy of the China Atlas which they had requested.
11. (Unclassified - GLC) Talked with Diana Meyer, on the staff of
Representative James A. Burke (D. , Mass. ), about a letter they had received
fromi Massachusetts, alleging that CIA and others
had been wpying on him. Miss Meyer said their office follows the policy of
answering every letter they receive and had been corresponding with
over a period of two years. She recognizes that he is emotionally disturbed,
but said she would appreciate a letter from us. I told her we would be happy to
give her a letter saying we were not responsible for the acts specified in the
letter and had no interest in his activities.
