(Secret - JMM) Talked to NRO, and explained Chairman John McClellan, Senate Appropriations Committee, was reluctant to take any action regarding Senator Proxmire's advocacy of publicizing NRO funding. I said in view of this I thought there was little we could do with regard to Proxmire. said that NRO is also very much concerned about a forthcoming article on the subject in the Congressional Quarterl and asked whether we planned any action on this or whether 4- --I-- A4 r? oft should try to see what it could do to forestall its publication. I said I wasn't sure anything could be done, but I r m nded Air Force stand down until we had a chance to reconnoiter agreed noting Air Force had no particular connections or ideas o ow o go about dealing with the problem. 10. (Secret - JMM) In the absence of Senator Henry M. Jackson, talked with Dorothy Fosdick about the problem of interceding with Congressional Quarterly to try to dissuade them from publishing NRO information. She was not optimistic but said she would take the matter up with the Senator at the first opportunity. 11. (Secret - JMM) Reviewed with Jim Woolsey, Senate Armed Services Committee staff, the problem of NRO information being published in the Congressional Quarterly. He said he would look into it but had no ideas and agreed it would be counterproductive to try interceding unless we were quite sure of our ground. Woolsey did volunteer the information that Senators Stennis and Proxmire and Mr Plummer (Under Secretarv-desiynate of the a.Air Force) were meeting Friday to try to work out problems regarding Plummer's confirmation. 12. See Memo for Record. 15. Met with Jack Ticer, Senate Armed Services Committee staff, and gave him four copies of the Middle East Atlas. During lunch later, Ticer mentioned that another man (whom he didn't identify) is being seriously considered for Jim Woolsey's position and he expects a decision will be reached very shortly. In answer to my question, Ticer said he had no knowledge of any plans which Ed Braswell may have for retiring. 16. Talked briefly with Guy McConnell, Senate Appropriations Committee staff, about our discussions concerning the applicability of recent amendments to the Federal Property and Public Buildings Acts which would require the Agency to budget for annual payments to GSA for Standard Level Use Charges. McConnell said he didn't know much about the subject but thought that if this statute was supposed to have uniform applicability he could see no valid reason why the Agency should be excluded.
