MEMORANDUM FOR: The General Counsel
SUBJECT Congressional Inquiry Regarding Air Force
Personnel Requirements
1. Pursuant to preparation for Congressional hearings on the
active military strength authorization hearings, the House Armed Serv-
ices Committee Staff has raised the following questions regarding re-
quirements for Air Force personnel outside the DOD which are reflected
on page 119 of Justification of Estimates for FY 1974, Military
Personnel:

c. Why are personnel assigned to Agencies outside DOD
only reduced by one space?
d. What are the justifications for the billets de-
scribed on this page?
2. The Department of Air Force has provided the following answers:
b. The requirement for these positions is justified
to the Deputy Secretary of Defense.
c. They are provided by the Air Force within the
meaning of Public Law 85-861, Title 10 U. S. Code,
d. The figures provided oni esti-
mates. Actual requirements for these two programs
are currently under review. It is expected that
the number of positions will be reduced.
Following is a comparison of the figures submitted by the
Department of Air Force which were based on our FY 1973 requirements and
our estimated FY 74 requirements which have just been compiled for sub-
