(Internal Use Only - JGO) Received a call from Bob ORegan, Staff Assistant to Representative Dante Fascell (D. , Fla. ). Representative Fascell had asked him to call to see whether the Agency could suggest any procedures that could be utilized to authorize benefits for a former military officer to compensate him for a period of imprisonment under a sentence which was later reversed. I told O'Regan there are no such procedures or reimbursements available. The Missing Persons Act is the sole authority for payment to individuals imprisoned in foreign areas. A private claim bill in the Congress would be a possibility but of the several that have been proposed since World War II, I know of none that have received serious consideration in the House of Representatives. 3. (Internal.Use Only - JMM) Called Douglas Sinclair, Assistant Secretary of Defense (Comptroller) staff, and told him of plans for Representa- tive William E. Minshall`s (L, Ohio) visit to WH stations. He will alert the attaches, cautioning them of Minshall's desire to keep a low profile: and avoid formal functions. 4,. (Internal Use Only - JMM) Talked to Representative William Minshall, now vacationing in Lake Erie who says he may move up his departure on his WH trip to 16 or 17 August. He will let us know by the 13th. (Unclassified - GLC) Called John Goldsmith, Staff Member, Senate Armed Services, and offered to go over with him our corrections on those portions of Mr. Colby's testimony of 25 July before the Com- mittee that he had asked about. Goldsmith said that at this point in time, it looked like he would not need this information and unless he called he would wait until we submitted the entire sanitized transcript. 11. (Internal Use Only - PLC) Attended a briefing given Representative Benjamin Blackburn (R., Ga.) by OER. The 25X1 briefing covered problems Weste s e in aoing uslness with the Soviets. 12. (Confidential - JGO) OGC, and I met with Robert Gilliat, who is sitting for ran ar-imo, Assistant General Counsel, Manpower; Miss Carole Frings, Office of the General Counsel; and "Red" Morrison, Chief of Manpower, DOD, and reviewed with them the request from Senator Symington, Acting Chairman, Senate Armed Services Committee, for information concerning the numbers of officers assigned outside the Depart- ment of Defense for duty. See Memorandum for the Record. 13. (Unclassified - PLC) Stan Nissel, office of General Counsel, Department of Defense, called and offered to send a copy of the draft Administration proposal establishing uniform policies and procedures for the procurement of services and goods for Federal a the draft be sent to this office. I subsequently cal,edrnr General Counsel, OL, and alerted him that I would be sending him the draft for his review. 14. (Secret - LLM) Called Walter Evans, Legal Counsel; in the office of Senator Mark Hatfield (R., Oreg.), advising him that the Company (he would understand this to be Air America) would be making a payment I added that we did not want Senator a ie an epresen a ive e en ack to be caught unaware and that it was hoped that there would be no publicity concerning the payment. I offered a briefing on the details if he believed it would be necessary. Evans appreciated the alert and said they would not publicize the payment just as they had held on the previous information supplied them. He also said that he would call Ed Jacobson, Press Assistant in Representative John Dellenback's office, to insure that they would be in lock step on this.
