Left a message with Doris Connor, Clerical Assistant, Senate rme Services Committee, that Messrs. Houston and Warner would be happy to discuss possible amendments under the 1947 Act at Jim Woolsey's convenience. (See Journal for 23 July 1973. ) 2. Herbert Roback, Staff Director, House Government Up--era ions ommittee, called in connection with a letter that Chairman Holifield had received from Representative Robert Leggett (D. , Calif.) from the attorneys for Saturn. One of the claims in the letter is that there is conflict between testimony given by Agency witnesses to the CAB and material provided by the Agency to Chairman Nedzi. I responded to several of Roback's questions, and I said that I am sure that the Agency would want to provide any information that Chairman Holifield needed. In that connection, appropriate Agency representatives would meet with Roback in his office sometime late in the afternoon tomorrow. Houston and were advised. 3. Called Stan Nissel, Office of General of Counsel, Department o De tense, concerning H. R. 9061, which provides policies and procedures for the procurement of properties and services by Federal agencies. I explained to Nissel our interest in view of the repeal of Section 3 of the CIA Act, which establishes our procurement authorities. Nissel said that H. R. 9061 was prepared by the staff of the commission to review procurement practices and procedures in Government. There is, however, a separate Administration proposal which is now being prepared by a working group under the chairmanship of Navy Captain Hopkins of DOD. All affected agencies are participating and he extended an invitation for a representative of the Agency to be present at the next meeting.
