1. (Unclassified - PLC) Called Bill Breidenbach, Legislative
Analyst, OMB, and informed him that we generally concurred in State's
proposed reply to Chairman Fulbright, Senate Foreign Relations Com-
mittee, on S. Res. 94. This resolution requests the President to enter
into negotiations to establish an international organization of oil importing
countries. In its report, State saw little prospect that such an organiza-
tion could be formed. Breidenbach said our call would suffice and that
no written reply was necessary.

Subject: State's proposed report on S. Res. 94, "Requesting
the President to enter into negotiations with major oil.
importing countries to establish an. international organization
of oil importing countries and to establish common practices
and policies affecting oil pricing, importation, and consumption."
The Office of Management and Budget would appreciate
receiving the views of your agency on the above subject
before advising on its relationship to the program of the
President, in accordance with 0MB Circular A-19.

that your reply be made within 30-days.

Dear Mr. Chairman;
I refer to your letter of April 6 requesting comments
from the Department of State on S.Res.94, "Requesting
the President to enter into negotiations with major
oil importing countries to establish an international
organization of oil importing countries to establish
common practices and policies affecting oil pricing,
importation and consumption", submitted on April 4,
1973, by Senator Stevens.
The Department of State has found little interest in
and widespread opposition by major oil importing
countries to the formation of the type of international
organization proposed in S.Res.94. Little prospect
currently exists that such an'organization could be
formed. However the Department has and will continue
to urge-more intensive consultation among consumer
nations and with the producing nations concerning
their oil policies to avoid misunderstandings of each
other's positions which could lead to confrontation
or a competitive scramble for oil. Within the framework
of the organization for Economic Cooperation and
Development (OECD), we are actively pursuing plans
for sharing oil in times of emergency or chronic shortages.
International cooperation in research and development
is also being actively pursued to develop energy
conserving technologies and to increase energy supplies
and diversify their sources.
The Office of Management and Budget advises that from the
.standpoint of the Administration's program there is
no objection to the submission of this report.
