Jones, Staff Director, Subcommittee on Government Activities, House Committee on Government Operations, and William H. Copenhaver, of the Committee staff, at their request to discuss the question of whether the Agency has authority on its own to dispose of Southern Air Transport and Air America. I showed them a classified legal opinion concluding that we do have such authority. They also requested a number of additional items of information. Clearly they are not convinced that we should not go to GSA- nder the awnm~ Surplus Property Act. See Memorandum for Record. 2. (Confidential - GLC) Ted Shackley called to say it had just come to his attention that on 12 November 1973 in executive session testimony before the Foreign Operations and Government Information Subcommittee, House Government Operations Committee fhat ooter, of AID, testified Shackley wondered if we had any information on this. I told him that we had received no advance information on this before the hearing nor any reports on it after the fact. I told him I could take the matter up with Herb Roback, of the Committee staff, but I thought it best if he made a lateral inquiry on it to AID first. He agreed and said he would be back in touch with me after talking with AID. 3. (Internal Use Only - RJK) Delivered to the offices of Senators Barry Goldwater (R., Ariz.), Edward M. Kennedy (D., Mass.), Henry M. Jackson (D., Wash.), Richard S. Schweiker (R., Pa.), and Robert Taft, Jr. (R. , Ohio) FBIS items in which their names were mentioned. 4. (Internal Use Only - RJK) Left sixteen copies of the Middle East atlas with Mike Van Dusen on the staff of the House Foreign Affairs Committee. Also left a People's Republic of China atlas with Martha Richardson on the staff of Representative John B. Anderson (R., Ill.) per his request. 5.
