(Confidential - JGO) Met with Representative William Bray in response to his earlier request for material that he might use both in committee reports and a possible magazine article which would stress the point that the CI.A acts under the authority of the National Security Council and the President and does not act on its own authority. I gave hirYi a copy of the classified booklet "CIA Facts" and an edited version of the 1'7 January 1962 memo entitled "Constitution and Legal Basis for So-Called Covert Activities of the C1A" which was prepared by the Department of Justice. Bray would like to talk with me further after he has had a chance to review them? Bray told me the Subcommittee report on the Agency involvement in Watergate has been completed and that on balance it exonerates the; Agency. He will speak to Chairman Hebert, House Armed Services Cornmit.tee, later today if possible and see if he can make a copy available for me before it goes to the full Committee for final review? 2. (Unclassified - JGO) After discussion with Marion Czarnecki, Chief of Staff, House Foreign Affairs Committee, an appointment sNas made far the Director to meet with Chairman Morgan on Wednesday, 3 C)ctober 1973 at noon? 3. (Confidential - JGO) In response to his call, met with George Berdes, staff o.f the Subcorrunittee on National Security Policy and Scientific Developments of House Foreign Affairs Committee, who asked if a briefing could be arranged for the Subcommittee on Soviet/Chinese relations for later in the week or early next week. I told him I would rela the re ue~st and be back in touch with him on Tuesday or Wednesday. DDI, has been advised. 4. (Confidential - JGO) After discussion with Mr. Houston, an appoint- ment was made for 10:30 a. rn. on 2 October with Herb Roback, Staff Director, House.Government Operations Committee, for Messrs.
