SUBJECT: Conversation with Public Information Officer
at NSA, re Congressiona iaison
At the suggestion of I called NSA STAT
who had raised with Angus Thuermer the question of how we handled
our congressional liaison. II said General Lew Allen had told
him we had an active congressional liaison program and suggested that
he get in touch with us to see whether we could give him any advice on
developing something simila-r:.. I explained that we were in frequent touch
withi General Counsel of NSA, who handled legislative matters
for NSA. was under the impression that congressional liaison
involved two entirely separate and distinct questions- -legislative matters
on the one hand and day-to-day congressional liaison on the other. I
said that in our experience it seemed neither practical nor desirable
to separate these two but I couldn't say how the problem might best be STAT
handled by NSA. He explained his call was merely exploratory and
thanked me for my comments.
