(Confidential - JGO) Talked to Fred Ladd, Special Assistant for Congressional Affairs, Bureau of Politico-Military Affairs, Department of State, and informally coordinated a draft State cable to Brussels, Bonn, U. S. Missions NATO and EC Brussels, and USNMR SHAPE concerning European travel of James G. Lowenstein and Richard M. Moose, Staff Consultants, Subcommittee on US Security Agreements and Commitments Abroad, Senate Foreign Relations Committee, beginning 16 September. 25X1 Ladd told me that after consultation in the Department, the draft cable will be coordinated with the White House prior to dispatch. DC/EUR, has been advised. 2. (Internal Use Only - JGO) Met with Ronald Jonkers, Congressional Intern in the office of Representative Jerome Waldie (D. , Calif. ), who told me that he had received a reply from the Director of Personnel in answer to the question he had posed to John Maury and me on the occasion of :Mr. Maury's lecture to the congressional interns. He seemed happy with the Director of Personnel's response. 3. (Confidential - JGO) Met with John Martin, Chief Counsel, House Ways and Means Committee, and discussed with him the prospects for possible amendment or deletion of Section 911, Title 18, United States Code, relating to exemption from tax of income from personal services while residing in a foreign country. Martin told me that the Committee will be completely involved in the trade bill immediately after the recess and that he does not have a feeling as yet for the extent to which the Committee will be treating sections such as 911 in their tax reform considerations. He told me he would take a reading on th matter during the month and asked that I stop by again 25X1late in September. I I has been advised.
