14. Left with Guy McConnell, Senate Appropriations
Committee stall, a ra of the proposed itinerary for McConnell and Calloway,
of the Committee staff, of their trip to Europe in August. McConnell said
the itinerary was quite acceptable to him.
I talked to McConnell again about the rumblings we have been getting
Ion the subject of cover suggestion made by
that it might be
appropriate for us to talk to Senator Inouye about the situation. McConnell
continues to agree with our position that we do nothing as far as contact with
Inouye is concerned unless the Senator raises the issue with us directly.
McConnell also agrees that the impetus for most of the senatorial needling
on this subject comes from Bill Jordan, of the Foreign Operations Subcommittee
staff. McConnell said if this should get to be a problem we could take it up
with Chairman McClellan, but he sees no need to do so at this time.
McConnell gave me two copies of a press release which Chairman
McClellan is issuing regarding the Intelligence Operations Subcommittee's
hearings on alleged Agency involvement in the Watergate matter. McConnell
said the Subcommittee feels it has fulfilled its oversight responsibilities and
will continue to do so but felt the transcripts and supporting documents should
be referred to the Select Committee on Presidential Campaign Activities.
McClellan has asked the Select Committee to inform him of any recommendations
which it might propose with respect to the Agency.
15. In the absence of Richard Perle I talked with
Dorothy Fos ac ena e Permanent Subcommittee on Investigations staff, and
provided her with follow up material provided by OER, in his
memorandum of 18 June 1973. Miss Fosdick said she would call this to Perle's
attention when he returns tomorrow.
I mentioned to Miss Fosdick a report we had received through
channels of a contact made by
about contacts with the Agency. I told her we thought she should
be aware of this although we had no serious problems with the inquiry as we
understood it. Miss Fosdick explained that the Investigating staff and the
National Security staff of the Subcommittee have agreed areas of responsibility
and the investigative staff is not to query CIA directly (this being an area
reserved for the National Security side of the staff). She said if any problems
should arise concerning this or similar matters to let her know and she would
see that they were resolved.
