(Confidential - JMM) Notified Frank Slatinshek, Chief Counsel, House Armed Services Committee, of the developments regarding our disposition of Southern Air Transport and the fact that this might result in some publicity in connection with the CAB consideration in the matter. Slatinshek said he appreciated the call in view of Chairman Nedzi's desire to make certain the Committee is not caught by surprise on such matters. In this connection Slatinshek asked if a request for a listing of all of our "properties and investments would cause us any heartburn. " I said we would be glad to try to provide such a list. 7. (Unclassified - JMM) Ralph Preston, Staff Assistant, House Appropriations Committee, told me that Peggy Rhoades, of NBC, had called on him in connection with the television documentary they are doing on the Agency, and asked a number of questions about the members of our Special Group--which Preston said was now being handled on an unclassified basis--and about the, number and nature of our appearances before the Committee. He said he had given her my name as someone who might be able to answer her questions. 8. (Unclassified - JMM) Richard Perle, Senate Permanent Investigations Subcommittee staff, called to say he had some rather sensitive questions regarding the "grain deal" which he would like to give us in person. I said one of us would drop by tomorrow. Perle reminded me we still owed him an answer on the question of how much advance notice we had of the I said I would try to have an answer to that tomorrow. 9. (Internal Use Only - PLC) I called Mark Spiegel of the Office of Legal Adviser, De artment of State, and discussed with him our respec- tive agency positions to S. Con. Res. 23 which establishes a Joint Committee to oversee information and intelligence programs of the U. S. Government and specifically the activities of CIA and USIA. Sid Buford of Spiegel's office had earlier called nd asked for our position. We dis- cussed problems with th as the conflict of the Joint Committee with existing Congressional committee oversight; the broad range of lan- guage which would result in practically all agencies of government being included; and a technical point on the legal sufficiency of the bill which USIA will raise. We agreed that since the bill concerns matters which the Congress itself should determine, the best approach would be not to make any specific recommendations on the bill.
