5. Met with Representative Dante Fascell (D. , Fla.)
concerning a local pro em t at is developing in the Cuban community relating
to alleged organized bombing, extortion, and so forth by individuals representing
themselves to be CIA, Customs, and FBI trained individuals some of whom
apparently allege present association with one or another of these organizations.
Jack Maury joined the meeting just as it was concluding. It was agreed that
we would see what information is available in the Agency for further discussion
with Re res entative Fascell early in the week. 1

7. Talked to Sidney Buford, Department
of State, about Con. Res. 23, establishing a joint committee on in r'-
mation and intelligence, which was introduced by Senator William Hathaway
(D. , Maine) and referred to the Armed Services Committee. I told Buford
that we had just received the request for comments from Senator Stennis
and he would like to have the benefit of our comments for their reply. I told
him that I thought our position might be the customary deferring to Congress
on the committee 'jurisdiction angle and probably pointing out that the definition
used to cover informational activities is so broad that it would cover every
executive agency or department which had any informational program at all,
and finally that some of the activities of the committee could be considered
an incursion of the separation of powers. I told Buford that we would provide
a copy of our comments as soon as they are drawn together.
8. Picked. up from Guy McConnell, Senate
Appropriations Committee staff, two copies of Ambassador Helms' testimony
before the Committee. One copy was given to General Walters and the other
to Mr. Colby. State has been provided a copy for Mr. Helms, presumably
for corrections and return to the Committee.
