9. (Confidential - GLC) Received a call from Andy Marshall,
,NSC Staff, who wondered whether we had pulled together a list of
activities which if curtailed would have repercussions on the domestic
scene (he had asked for such a list in a meeting here at Headquarters
several weeks ago). He mentioned that he has had conversations with
Jim Woolsey, of the Senate Armed Services Committee staff, and
Richard Perle, of the Senate Permanent Investigations Subcommittee
staff, about the prospects for changes in the Agency's legislation. I
told him that I had asked Bill Nelson's, DDO, people to see what: they
could pull together on this but I had not received anything as yet.
Marshall referred to what he called the "complex interface on the
domestic scene" and added he thought it would be useful to have a list
of incidents which have taken place or which might take place
concerning Agency activities that would have an impact domestically.
He said he would like to have a copy of such a list and thought it would
be helpful to us in our conversations with our Committee people on the
Hill. I told him that we are in contact with our Committee staffs on
almost a daily basis on Agency matters but I would check on the status
of the list he requested and also touch base with.Mr. Colby on it. I
asked Marshall if he was aware of Mr. Colby's memo of 28 August to
Dr. Kissinger on this subject and of Dr. Kissinger's reply. He said he
was, adding that John Lehman, of the White House staff, handled that
exchange of memoranda. I told him that Mr. Colby had already been
in touch with Bryce Harlow, of the White House staff, on the subject
of a meeting with Senator Stennis.
