tic approval of tM Dsp t7 Ure.ter of Central latalllisoss. Bath
rose~nndsttsa is ssatalned In paragraph 4.
2. In a %ob -- of sass. it is aseessary or dasirabls, in girds 1
an orpleyes to his peraanent pest of assigimas t abroad, to assigla him
to brist periods of tmpovrary doty at one or agars points an route to his
PC8 point and in sow instances this necessitates travel by other b
the most direct route. di ilar needs arise upon transferring o emplcgse
frsa his pereansnt post of daaty abroad to aw In this country or to

usually easel aosompsoy his. To require the employee to bear the eiseases
of his dependents during the.. periods of teapoartry duty appears an
>tn-
reasonable burden. The problem is partiaalarly apparent at this ties
because iagislation snaotsd in September of 1961, laplsmanted by a Tarsig!
8srviea regulation in August at 1962, granted stash authority in Abe ease
at Tarsigu Bemire travel. Tbms, the osntrest b.w.n ettitlw.t. awil-

new available to the Foreign Service is included in tb. CIA bill now with
the Duran of the 3adg.t which is intended for submission to Oongress is
the v ry now future.
3. To meet this pr.blesy it is proposed to anthsrise the paymsmt
of per disc for depndents for the periods at the ssapleyssma temperer7
duty. It is believed-tbis requires that the otters rdinary autboeities
at the Director or Deputy Director abler section 8(b) of the CIA tat at
19119, as ameatded, be invoiced. Those authorities have been used for
somewhat siaailar purposes in the past, notably for medical benefits for
dependents and for staring household effects of smplay.ss assigned to
Alaska and Hawaii. Further, the legislation for the Foreign 8sa-vioe
would indioate congressional approval at the policy the present astisn
would adopt.

While I approve the policy, I do not
think we should advertise it. In order
to avoid possible abuse, these cases
should be handled individually. The
authorization for TDY travel should be
made in light of possible dependents
involvement, and approvals made only by
Deputy Director concerned. I do not
want to establish a pro forma procedure
for TDY junkets, en famillel
