As Chairman of the Foreign Operations and Government In-
formation Subcommittee of the House Government Operations Com-
mittee, I have introduced H. R. 7268 to help solve one of the
problems uncovered in the Subcommittee's continuing study of
Federal government information problems. The report on the Sub-
committee's study (H. Rept. 92-1419) stated:
"A more clearly defined role for public in-
formation personnel in the Federal Government and
a general uplifting of their status within the
bureaucracy are long overdue. Not only could
such steps have significant impact on more con-
scientious administration of the Freedom of In-
formation Act--both the letter and the spirit of
the law--but it would also give proper recognition
to the legitimate and increasingly necessary role
of public information officers as 'the bridge'
between faceless government and its citizens."
H. R. 7268 has been sent to you for comment by the House
Government Operations Committee. In addition to your specific
comments on the legislation, the Subcommittee needs general
background information on the Federal government's present public
information personnel to help the Congress make decisions on
H. R. 7268.

.To amend - section -552 of title 5, United States Code, known
as the Freedom of.Information Act,
1;, Be it enacted by the Senate and- house of Representa-
2 lives of the United States of America in' Congress assembled,
3 That section 552 of title 5, United States Code, is amended
4 'by adding at the end thereof "the following new subsection
" (d) O The -head of each agency shall- .
51 6 " (A) appoint, without regard to the, provisions of
7 ' this 'title governing appointments .;in the competitive
8 service, a chief public information, officer;
9 " (B) except in the case -of an agency?which is an

1 in effect from time to time, of level IV of the Executive
2 Schedule of section 5315 of this title; and
3 (C) prescribe the duties of such officer, which
4 shall. include--
5 " (i) receiving all requests for records made
6 under this section to the agency by which he is
7 employed;
8 " (ii) approving such requests made to such
9 agency, subject to reversal by the head of such
:10 agency;
11 " (iii) approving all fees charged by such
12 agency to persons requesting records.from such
1> agency under this section, subject to reversal by
:14 the head of such agency;
:15 " (iv) approving any rules proposed to be pub-
:16 lished by such agency under this section, subject
IT to reversal by the head of such agency; and
(v) approving all reports or memoranda which
:19 may be required to be submitted to the Congress
20 regarding 'activities of or expenditures for public
21' information purposes under this section subject to
22 approval by the head of such agency.

Staff Director, he agreed in effect that we do
