1. (Internal Use Only - PLC) Called Frank Reeder, OMB, to
discuss OMB's most recent circulated draft revising H. R. 12206, which
amends the Freedom of Information Act to permit persons access to
Government records concerning them. Reeder acknowledged that the
Agency exemption provided was inadequate and he expressed general favor
of a suggested change which would grant the Agency a blanket exemption.
2. (Internal Use Only - PLC) Bill Skidmore, OMB, called to grant
clearance on S. .12 S. 2451, S. 3393, S. 3399, and H. R. 12004 reports.
He requested at each report be revised to drop our request for an exemption
from the provisions of the bills should they be enacted. The Administration is
strongly in opposition to the bills and wants to have omitted from all reports
any suggestions of revisions which indicate possible enactment. He added
that actually the Senate Government Operations Committee, which is con-
sidering all of the Senate bills, is merely addressing itself to the general
subject of secrecy and does not intend to actively consider any of the bills.
I noted that our language for exemption was routine; however, Skidmore
confirmed that this was a firm direction and urged us to comply.
3. (Internal Use Only - RJK) Called Richard Quick on the staff of
Senator Hugh Scott (R., Pa.) and advised him in response to his earlier call
STATINTL that the constituent about whom he had inquired, would be
receiving a letter from t e Agency within the next few days asking him to
come to Headquarters for final preemployment processing.
. 4. (Internal Use Only - JGO) Picked up a sealed envelope for the
Director from Representative Peter H. B. Frelinghuysen (R. , N. J. ).
5. (Internal Use Only - JGO) Received from Mrs. Brown, House
Committee on Science and Astronautics staff, a series of documents loaned
to the Committee which were returned to us for destruction.
