Enclosed are proposed reports to Chairmen John C. Stennis
and F. Edward Hebert, Committees on Armed Services, in response
to their requests for our views on legislation, "To amend section 102
of the National Security Act of 1947 to prohibit certain activities by
the Central Intelligence Agency and to limit certain other activities
by such Agency. "
