Reference is made to suggested revisions, dated 28 June 1973, to 102(d)(3) and S. 1935. 2. We hope that the proposed language of these bills cannot be construed as prohibiting the Agency from official liaison or operational relationships including joint opera- tions with, or providing advice, guidance, training and selective material support to foreign police and internal security services overseas, or from training members of foreign police and internal security services in the United States. We hope also that this legislation would not pro- hibit or inhibit training of Agency personnel by U.S. federal, state, or local law enforcement agencies in certain investigative, law enforcement and security techniques. 3. If these pieces of legislation could be so interpre- ted, then our capability to carry out our mission in the field of countersubversion and counterterrorism, for example, would be severely impaired.
