(Internal Use Only - PLC) Called Kempton Jenkins, State Congressional Relations staff, and inquired as to whether State would try in the Senate Judiciary C rfzrnittee to restore the retroactive provision in H. The bill raises the ceiling for damage claims aga IT TINTL STATINTL the Government to $15, 000. ive to i january o1 tnis year, they would be covered. Jenkins referred me to Don Eller, a State administrative type, as Jenkins' office does not handle these matters. Mr. Eller was called, but was not in and will return the call. 3. (Internal Use Only - PLC) Called Norm Cornish, Deputy Staff Director, Subcommittee on Foreign Operations and Government Information, Ouse Government Operations Committee, and discussed the problems we have with H. R. 16373, as reported out by the Subcommittee. The bill grants individuals the right of access to Government records maintained concerning them. I explained that the major problem was subjecting the Agency to the public rule-making procedures required by section 553, Title 5, U. S. C. , in order for the Agency to justify its exemption from most of the provisions of the bill. Cornish suggested that we prepare a letter from the Director to the Chairmen of the Subcommittee and full Committee, explaining our position. If there is sufficient time he would present the letters to the full Committee Tuesday morning when it meets for the final mark-up.
