type, as Jenkins' office does not handle these matters. Mr. Eller was called,

3. (Internal Use Only - PLC) Called Norm Cornish, Deputy Staff
Director, Subcommittee on Foreign Operations and Government Information,
Ouse Government Operations Committee, and discussed the problems we have
with H. R. 16373, as reported out by the Subcommittee. The bill grants
individuals the right of access to Government records maintained concerning
them. I explained that the major problem was subjecting the Agency to the
public rule-making procedures required by section 553, Title 5, U. S. C. ,
in order for the Agency to justify its exemption from most of the provisions
of the bill. Cornish suggested that we prepare a letter from the Director to
the Chairmen of the Subcommittee and full Committee, explaining our position.
If there is sufficient time he would present the letters to the full Committee
Tuesday morning when it meets for the final mark-up.

4. (Confidential - GLC) Frank Slatinshek, Chief Counsel, House
Armed Services Committee, called to say they are trying to schedule a
meeting between Messrs. Kissinger, Colby, Morgan, Hebert, Nedzi, Bray
and Frelinghuysen at 5:00 p.m. next Wednesday, 25 September in Representative
Les Arends Capitol office (H-219). Slatinshek wanted confirmation of the
Director's availability at this time. After checking with the Director, I
advised Slatinshel: the Director would schedule the meeting on his calendar.
5. (Unclassified - GLC) OCI, reported that while
waiting to see Speaker Albert this morning he had a good talk with Representative
Lester Wolff who said he had some material to pass on to us and. I told
we would drop by Wolff's office and get it.
6. (Unclassified - GLC) Called Marian Czarnecki, Chief of Staff,
House Foreign Affairs Committee, to tell him we had no involvement in the
activities described in the letter from Representative Herman Badillo's
constituent and have no knowledge of any other Government agency's involvement
in such activity. I said we were preparing a letter to the Chairman on the
subject and read our proposed reply to Czarnecki. He said this response was
excellent and agreed we should address our response to Chairman Morgan.
I also spoke with Jack Maury, DOD, who will be sending a similar response
to the Chairman.
7. (Unclassified - GLC) DD/Personnel, called to advise
us of a call Personnel, received from Dale Miller, GAO, asking
connection with work the Senator is doing for the Senate Appropriations Committee.

8. (Confidential - GLC) Wheaton Byers, PFIAB, called to advise
of a call his office had received from Representative Michael Harrington's staff
.requesting "exemplars of Board reports. " Byers' office mentioned that these
were classified reports and received a question in response as to whether
Harrington's clearance was not sufficient for this purpose. I suggested to Byers
that they get off the clearance question and merely state that these were reports
that were prepared for the President and they cannot be released by PFIAB. I
also suggested Byers alert Bill 'Timmons, White House Congressional Relations,
and I mentioned the inquiry to the Director.
